HEALTH CLUSTER CO-FACILITATOR FOR NORTH KIVU

Introduction

Save the Children began working in the Democratic Republic of Congo in 1994 when the conflict started in the east of the country.  The Democratic Republic of Congo is acknowledged to be one of the most difficult countries in which to grow up.  Access to essential services is very limited and children are subject to widespread exploitation and abuse, including recruitment into armed groups, forced labour, sexual abuse and abandonment.

The role

Based in Goma, The Health Cluster Co-Facilitator will promote and uphold the humanitarian and principles by leading a coordinated and effective health sector response, at sub-national level, together with the WHO, the national and international community, with specific attention to vulnerable and marginalized population, through effectuating WHO's commitment to work within the framework of the Inter-Agency Standing Committee (IASC) and the Cluster Approach.  The incumbent will be responsible for performing dedicated coordination, needs assessments, strategy adaptation, resource mobilization, supporting the implementation and monitoring of the joint incident management system and advocacy function. The National Health Cluster, in turn, will monitor and evaluate sub-national performance according to the extent by which the activities and programmes of the cluster partners meet the health needs of the crisis-affected populations.

S/he will facilitate a timely and effective health response and ensure that the capacity of national and local institutions is strengthened to respond to and coordinate emergency health interventions that demonstrate results and impact achieved. S/he will promote agreed national and international standards in all areas of healthcare, and strives for the best attainable health status for the populations that the cluster serves. S/he will identify and engage with health sector stakeholders and utilize existing coordination mechanisms, including engagement with health authorities, national and international organizations and local partners including civil society.

KEY AREAS OF ACCOUNTABILITY:

With the support of the WHO in country representative, the Global Health Cluster the Humanitarian Surge Team, Sub- National Health Cluster Coordinator main tasks and responsibilities will include, but not limited to

Needs assessment and gap analysis

Planning and strategy development

Establishment and maintenance of appropriate humanitarian coordination mechanisms:

Resources mobilization and funds allocation

Monitoring and Evaluation

Advocacy and resource mobilisation

Training and capacity building of national/local authorities and civil society
