Introduction

Save the Children began working in the Democratic Republic of Congo in 1994 when the conflict started in the east of the country.  The Democratic Republic of Congo is acknowledged to be one of the most difficult countries in which to grow up.  Access to essential services is very limited and children are subject to widespread exploitation and abuse, including recruitment into armed groups, forced labour, sexual abuse and abandonment.

The role

Based in Goma, The Health Cluster Co-Facilitator will promote and uphold the humanitarian and principles by leading a coordinated and effective health sector response, at sub-national level, together with the WHO, the national and international community, with specific attention to vulnerable and marginalized population, through effectuating WHO's commitment to work within the framework of the Inter-Agency Standing Committee (IASC) and the Cluster Approach.  The incumbent will be responsible for performing dedicated coordination, needs assessments, strategy adaptation, resource mobilization, supporting the implementation and monitoring of the joint incident management system and advocacy function. The National Health Cluster, in turn, will monitor and evaluate sub-national performance according to the extent by which the activities and programmes of the cluster partners meet the health needs of the crisis-affected populations.

S/he will facilitate a timely and effective health response and ensure that the capacity of national and local institutions is strengthened to respond to and coordinate emergency health interventions that demonstrate results and impact achieved. S/he will promote agreed national and international standards in all areas of healthcare, and strives for the best attainable health status for the populations that the cluster serves. S/he will identify and engage with health sector stakeholders and utilize existing coordination mechanisms, including engagement with health authorities, national and international organizations and local partners including civil society.

KEY AREAS OF ACCOUNTABILITY:

With the support of the WHO in country representative, the Global Health Cluster the Humanitarian Surge Team, Sub- National Health Cluster Coordinator main tasks and responsibilities will include, but not limited to

Needs assessment and gap analysis

• Manage and coordinate within the Health Cluster or at Inter-Cluster level for rapid health needs assessments, as well as participatory assessments (Multi Cluster/Sector Initial Rapid Assessments and Humanitarian Needs Overviews, post-event risk assessment Post Disaster/Post Conflict Needs Assessment); be familiar with and ready to choose from existing tools to confirm that the Health Cluster covers all identified humanitarian health needs of the affected population
• Collect information from all health partners on Who’s Where, since and until When, doing What (4Ws), and regularly feed the database managed by the United Nations Office for the Coordination of Humanitarian Affairs (UN-OCHA). Provide consolidated feedback to all partners and the other clusters.

Planning and strategy development

• Liaise with the Health Cluster Members, the development of the health sector components of The Humanitarian Needs Overview (HNO), Humanitarian Response Plan (HRP), as well as contingency planning for potential new events and other interagency planning, ensure proper linkages with the incident management system, disaster risk reduction, relief and recovery to complement national health sector response plans.
• Ensure full compliance with national and international Norms and Standards, oversee that Cross-Cutting issues are mainstreamed in the Health Cluster Response and implementation plans, taking into account the need for local adaptation.

Establishment and maintenance of appropriate humanitarian coordination mechanisms:

• Ensure health partner’s involvement in health sector assessments, planning, information, interventions, monitoring and quality assurance, and regularly report on health services delivered to the affected population.
• Ensure appropriate coordination between all health humanitarian partners (including national and international NGOs, the Red Cross/Red Crescent Movement, IOM and other international organization  active in the sector) as well as national authorities and local structures.
• Identify urgent training needs in relation to technical standards and protocols for the delivery of key health services to ensure their adoption and uniform application by all Health Cluster partners.
• Ensure appropriate links among humanitarian actions and longer-term health sector plans, incorporating the concept of ‘building back better’ and specific risk reduction measures.
• Convene and facilitate consultative and results-oriented meetings in line with the principles of partnership. Organize and conduct joint support missions to field operations.
• Contribute to the development of a functional Information Management mechanisms for the Health Cluster to facilitate information sharing as well as monitoring and reporting; ensure that the Health Cluster produces and disseminates to partners, donors, government and other stakeholders regular updates, technical reports, bulletins and briefings on the Health status of the affected people, response activities, achievements, challenges and the remedial actions when necessary.

Resources mobilization and funds allocation

• Manage the development of a common funding strategy and resource mobilization efforts, coordinate the initiation and submission of Central Emergency Response Fund (CERF) and other pooled fund proposal documents, as required, in close collaboration with the National Health Cluster Coordinator, the Health Cluster Partners and the Humanitarian Country Team.
• Adapt clear and transparent prioritization criteria for vetting partners’ projects for inclusion in Consolidated Appeals and pooled funds processes.

Monitoring and Evaluation

• Support the adaptation and implementation of an Indicators’ Monitoring Framework to ensure adequate implementation of the Health Cluster Plans; ensure partners’ active involvement in joint monitoring of individual and common plans of action for health interventions and peer-exchange of experiences and lessons-learned within the cluster partnership.
• Specifically needs to include an analytical interpretation of best available information in order to benchmark progress of the emergency response over time. That is - monitoring indicators (quantity, quality, coverage, continuity and cost) of service delivery which are derived from working towards meeting minimum standards.

Advocacy and resource mobilisation

• Identify core advocacy concerns for the Health Cluster through a consultative process: develop joint cluster/ inter-cluster initiatives to ensure regular and consistent advocacy is conveyed to the RC/HC and HCT on behalf of the Health Cluster. Advocate for collective action, collective results, and collective accountability.
• Represent the Health Cluster in inter-cluster coordination mechanisms at sub-national level, contribute to jointly identifying critical issues that require multi-sectorial responses, and plan the relevant synergistic interventions with the other clusters concerned.
• Promote for the identified priorities in the health sector, including protection for health workers and health facilities to be included in the Humanitarian agenda at all relevant levels to allow the highest possible integration of the health-related activities carried out by Health Cluster partners
• Advocate for donors to fund cluster participants to carry out priority activities in the sector concerned, while at the same time encouraging cluster participants to mobilize resources for their activities through the usual channels.
• Act as the focal point for reviewing and ensuring quality control for all the Health Cluster project
• submitted for Flash Appeal, Central Emergency Response Fund and other funding mechanisms

Training and capacity building of national/local authorities and civil society

• Identify technical gaps and training needs to implement the health cluster response; and develop a plan for capacity building in collaboration with partners.
• Support national (health system) capacity building in emergency preparedness and response in accordance with the IASC Emergency Response Preparedness (ERP) Approach and other related guidance.
• Support efforts to strengthen the capacity of the national/local authorities and civil society.

Key accountabilities:

• To carry out the responsibilities of the role in a way which reflects Save the Children's commitment to safeguarding children in accordance with the Child Safeguarding Policy.

QUALIFICATIONS AND EXPERIENCE:

Essential Technical Skills:

• Extensive international field experience, including managing and coordinating health programs in humanitarian contexts.
• Knowledge of the Cluster approach guidelines and terms of reference (and knowledge of how to apply them)
• Considerable experience, at an international level, in developing and promoting collaborative partnerships in emergency and humanitarian relief operations, including experience in managing and coordinating health programs in chronic and acute, sudden-onset emergencies.
• Previous experience at leadership level of large health programmes within an NGO or the United Nations.
• Development of response strategies, flash appeals, proposals, etc., in collaboration with the Health Cluster agencies to advance sector advocacy, programming coherence and fundraising efforts.
• Sound knowledge and experience about disaster prevention and preparedness programs
• Commitment and thorough understanding of participation and accountability approaches and ability to train partners and staff to ensure adequate understanding.
• Computer literacy with emphasis on data assessment and analysis as related to epidemiological research and applications and excellent report writing skills are required.
• In-depth knowledge of emergency relief policies and practices within the UN, other UN Specialized Agencies, donor agencies, national and international NGOs.
• Experience of senior level representation

• Excellent communication skills
• Proven ability to influence change at an operational and strategic level.
• Politically and culturally sensitive with qualities of patience, tact and diplomacy
• The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
• Excellent negotiation skills and ability to convene stakeholders and facilitate a policy process among UN, NGOs, national health authorities and donors.

Education/Professional Skills:

• Health professional with Masters in public health or epidemiology or equivalent field experience

Desirable

• Previous experience as a cluster coordinator or sector coordinator
• Language skills in French
• Knowledge of humanitarian reform principles, international humanitarian law, inter-connectedness, and reform pillars & reform updates
