Background of the Land Tenure Programme

The Netherlands Embassy in Kigali, Rwanda decided to contract TI to execute a Land Tenure Programme. To foster lasting change in land tenure security and land access, a complex series of interventions are needed at local, provincial, and national level, ensuring that all actors, small and big, will have a similar understanding of challenges, the possible solutions and the approaches to take. Addressing and preventing land tenure-related conflicts is part of several EKN funded projects of the EKN Great Lakes programme, such as the introduction of group-titles facilitated by Maji ya Amani, the development of a concession inventory methodology by CISPE and its follow-up phase ESPER, as well as the identification and commitments obtained to address land conflicts in the Plan Local de Sécurité. This programme will build upon these initiatives and intends to upscale these, as well as other future interventions of EKN. The main goal is to influence and support relevant government structures, donors, the private sector and civil society at national, provincial and local levels to increase in land tenure security and land access.
It has been observed that while many actors work directly or indirectly on land and reducing land-related dimensions of conflict, many organisations and local actors lack the knowledge and capacities to maximise sustainable results.
Therefore, the programme should support and advise ongoing and future programmes and government initiatives in the field of land tenure security, coordinating efforts, consolidating approaches, and formulating evidence-based lobby and advocacy with other actors working directly or indirectly on land. Importantly, addressing the causes of land conflicts will require a realistic approach which should be innovative, evidence-based, pragmatic and conflict sensitive. In this, fostering national ownership at all levels will be crucial, to obtain lasting results. Therefore, this programme will work closely with the Government of DRC, especially the Ministries of Land and Agriculture at national and provincial levels, the cadastre, local government and leaders, existing dialogue structures and civil society organisations, and will maximise their capacities to multiply effects obtained in the programme.

The overall objective of the programme is to enhance access to land and improve land tenure security. The Land Tenure Programme will thereby contribute to the general objective of the EKN Great Lakes programme: Improved stability in the Great Lakes Region and especially Eastern DRC. Making the government of DRC act to advance land access and land tenure security of the population in eastern DRC, and increased civilian oversight of Congolese civil society over land governance, is the vision of this programme. This will require systemic change of a broad group of actors, while many of whom have interest to maintain the current practises. Changing the political dynamics and social relations, largely based on (neo) patrimonial attitudes is crucial but challenging, but this project will promote a vision on land access and land tenure security that is both inclusive and equitable, thereby reducing conflict and violence.

Tasks

Under the overall coordination of the Team Leader, the Head of Office/Logistics will assist Transition International efforts in the smooth implementation of the DRC Land tenure programme. He will be in charge of protocol, logistics and transportation, and where needed will be the (driver) in North Kivu. His tasks will include:

• Ensuring the offices are functional
• Supervision of the Maisons du passage
• Preparing for all travel of the team
• Liaison with ZOA and other sources on security
• Supervision of transport and drivers
• Support and join field missions of the MERL team and the small grants manager in highly insecure areas
• Support the liaison with armed groups, especially in NK
• Organise meetings and workshops and provide protocol services
• Support recruitment of local MERL teams
• Any other duties assigned by the TL or the MERL coordinator


Minimum qualifications Education

• Secondary education.

Professional experience
• Extensive experience (minimum of 5 years) in office management in donor organisations.
• Knowledge of agricultural sector in the DRC including land issues.
• Experience with organizing meetings and workshops.

Skills

• Fluent in English both speaking and writing, French and Lingala. Knowledge of Swahili is an advantage
• Excellent administrative and organisational skills

Salary TI will offer a competitive remuneration

Period of the assignment
TI will offer a fixed contract for a one-year period with the option of an extension for the duration of the project.
