Request for Quotations

Dear Vendors,
IBTCI is pleased to issue this competitive request for a Quotations to perform one of the services below per the detailed Statement of Work (SOW) as follows:

A. Terms of Reference for Transcription and Interpretation Services
KANANGA, MBUJI-MAYI, LUBUMBASHI, KOLWEZI, BUKAVU, GOMA, BENI, ISIRO, BUNIA

Background
IBTCI’s Monitoring, Evaluation, and Coordination Contract (MECC) is a 5-year program (2016-2021) that provides ongoing coordination, monitoring, evaluation, analytic, and research services for USAID/Democratic Republic of Congo’s Country Development Cooperation Strategy (CDCS) and a Joint Education Program between the USAID/DRC and the United Kingdom Government (represented by the U.K. Department for International Development [DFID]). MECC provides to USAID performance management services to monitor, evaluate, and assess implementation of USAID/DRC’s CDCS and provides coordination, monitoring, evaluation, analytic, and research services for the USAID/DFID Joint Education Program.
MECC was recently tasked with conducting an assessment that requires travel to the Southern and Eastern provinces of the DRC to conduct interviews and focus group discussions. The Assessment Team will require transcription and interpretation to support these tasks.

Scope of work
The transcription, and interpretation services (French to English and English to French as well as any local/indigenous languages such as Tshiluba and Swahili) provider will work with the Assessment Team Leader and Subject Matter Expert. He/she will accompany them to interviews and/or focus group discussions and provide the following services as requested:

1. Provide written transcription of interviews and focus group discussions. If transcription is not original taken in English, the final version must be translated to American English

2. Lead and organize scheduling of interviews and Focus Group Discussions to include:

a. identifying, reaching out to, and scheduling key informants for interview/focus group availability and scheduling. Interviewees and focus group participants could include local government officials, CSO community, local beneficiaries, and/or local leaders;
b. if needed, identify potential venues for FGD discussions;
c. provide transcription and translation support as needed during interviews and focus group discussions.

3. Conduct interpretations for the Assessment Team when needed. Interpretation may include English to French and French to English. Or, when needed, English to local languages such as Swahili and Tshiluba and vice versa. 

4. Any other translation, transcription, or interpretation services, as needed.

Cost Proposal Instructions:
Please provide costs of a single personnel to provide the above-mentioned services for up to five days, at eight hours per day. IBTCI requires all quotations to be submitted in writing using the attached price template

Period of performance:
The provision of these services is expected to begin in March 2020 for about three months

Location:Kananga, Mbuji-Mayi, Lubumbashi, Kolwezi, Bukavu, Goma, Beni, Isiro, Bunia

Type of award:Fixed-amount Purchase Order

B. Terms of Reference for Logistics support Services

Scope of work:
The Logistics support services provider will serve as first point of contact for the day-to-day implementation of all logistical activities in relation to the MECC Assessments and provide administrative support to the office and teams involved, while maintaining quality throughout the logistic processes. Location:Kinshasa with possible domestic (DRC) travel that may be required
