Background:

The Child Health Task Force (CH TF) was created in 2017 to advance the global integrated child health agenda and improve child health outcomes. The CH TF received funding to strengthen and coordinate Technical Assistance (TA) to Countries to scale up child health programsfrom the Bill and Melinda Gates Foundation (BMGF) in 2018.
The actions of the CH TF under the Foundation’s grant will build local capabilities to implement evidence-based, integrated child health interventions toward achievement of the 2030 Survive, Thrive, and Transform vision in at least two countries by 2019.
In the Democratic Republic of Congo (DRC), the CH TF will facilitate, in collaboration with global and country stakeholders andthrough the Child Health Technical Working Group (CH TWG), the developmentof a new model of providing technical assistance that is effective, systematic delivery of country-driven technical assistance (TA). An assessment of these approaches, including conceptual and operational considerations, will be disseminated to child health stakeholders to inform future planning of technical assistance.
Thenational consultant will support the Ministry of Health (MOH)and stakeholders to jointly co-design thenew model of providingtechnical assistance.

Purpose and key tasks:
|
The purpose of this consultancy is to support the government-led national CH TWG to design improved technical assistance approaches (“model”) in DRC. The consultant will work in a team comprising human centered design (HCD) experts, a documentation and evaluation consultant and the JSI child Health advisers.
The consultant’s key tasks include
- Conduct a rapid review and synthesis of strategic documents to identify priorities, progress made and gaps to achieve child health targets based on the 2030 vision
- Contribute to developing assessment tool(s) to collect information from key child health stakeholders about issues with technical assistance for planning and implementing child health programs
- Support the HCD consultants to identify, make appointments and conduct interviews with key informantsabout technical assistance
- Support and co-facilitate,with human centered design experts, fourworkshop(s) with members of the national Child Health technical working group (CH TWG) and selected stakeholders (e.g. major donors in CH, district medical officers/Médecins Chef de Zone de Santé, front line health workers .)
- Facilitate the MOH, national CH TWG, and CH TF to implement thenew technical assistance model and document the approach(es)
- Facilitate the CH TWG to plan joint processappraisal to review progress, identify bottlenecks and problem solve. It is anticipated that this will be incorporatedinto scheduled meetings of the CHTWGs.
- Support and contribute to the documentation of all activities and outcomes related to TA re-design in DRC.
- Coordinate with the local team responsible for workshop logisticsand support.

Required skills, Level of Effort (LOE) and Rate:

Education, Experience and Skills
- Master’s degree in public health or equivalent
- Ability to communicate effectively and tofacilitate group processes
- Track record of using participatory methods in public health
- Capacity building of multi-stakeholder partnerships and engagement
- Experience in child health programming and knowledge of DRC health system and partners
- Excellent writing and oral presentation skills
- Language: French and English
