Position: Mobile Money and Funds Transfer Officer
Location: Kinshasa
Background & Objective
The Mobile Money and Funds Transfer Officer is responsible for the efficient and effective transfer of funds through mobile money and funds transfer mechanisms. The services are undertaken and completed in a timely manner including attention to request due dates and performance periods. The incumbent will ensure that PATH and PATH/DRC money management policies, procedures, rules and guideline are followed in the delivery of fund transfer services. This includes being compliant with PATH, Project, and donor regulations.
Responsibilities:
The Mobile Money and Funds Transfer Officer is responsible for the following, but not limited to:
- Ensure compliance with corporate policies and country office money management policies;
- Provide guidance and interpretation to operations and program staff;
- Train staff on fund transfer policies and procedures;
- Visit delivery sites periodically where services are being delivered;
- Collaborate with the PADMs, RPMs, Finance and Grant officers and technical teams for actions related to funds delivery service;
- Preparing the mobile money and or funds transfer registration plan in collaboration with projects;
- Receive funds transfer requests from projects or equivalent authorized requestors;
- Request funds transfer to service provider bank accounts;
- Manage and control Mobile Money platform;
- Acquire Activity/Project fund transfer reports monthly;
- Preparing and reconciling invoices and submitting it to the Senior Finance Officer for further processing;
- Preparing and reconciling and submitting transfer requests and fund disbursement through Mobile Money or funds transfer services for monthly financial closeout and submitting it to the Senior Finance Officer.
- Conducting and attending informational and training and instructional meetings related to mobile money with project donors, government counterparts and other collaborating parties.
- Ensure that accounting activities such payments reconciliation and settlements, invoices and receivables are processed.
- Review modify and amend existing or new contracts related to Mobile Money to present to the Senior Administrative Manager
- Evaluate operational processes for the mobile money services business area and improved opportunities to promote a beneficiary focused culture.
- Reporting to the Senior Administrative Manager on obstacles, progress and developments made in implementing the Mobile Money mechanism.
- Prepare as ancillary donor reports;
- Supervise Mobile Money/Funds transfer staff including interns;
- Conduct Compliance Review, Analysis and Monitoring.
- Monitor stakeholders for compliance with applicable policies and procedures
- Establish incident report to the Senior Administrative Manager for any identified leakages, money laundering, terrorism financing or fraud cases and inform the Senior Administrative Manager.
Required Skills and Experiences
- At least 5 years of progressive professional experience in a operations, banking or financial management capacity.
- Bachelor’s in economics, Banking or Business Administration
- One to Three years’ experience in banking or mobile money sector is preferred
- Experience in non-mobile money funds transfer services such as messagerie services.
- Experience in administration of subcontract services preferred.
- Fluency in French with English proficiency required.
- University degree in a relevant field preferred.
This position does not attract international terms and conditions. The post holder will be considered as a local staff and will not have international terms and conditions of employment.
