Overview
International Business & Technical Consultants, Inc. Overview:
At the request of USAID, MECC will undertake an assessment of an economic growth activity currently being implemented in parts of DRC to address the Cassava Brown Streak Disease (CBSD). The assessment is a midterm review that will establish whether or not the project is on track to meet its objectives and provide recommendations. Findings from the assessment will help to inform the strategic direction of the activity, identify bottlenecks to success, and identify recommendations for addressing identified issues. IBTCI is seeking a Team Leader to head a local team for undertaking this assessment, working closely with the MECC technical team and USAID. This is a short-term position to be carried out in Kinshasa and other relevant in-country locations as required. The period of performance for this consultancy is about 4 months and will start on May 1st, 2019 until August 31st, 2019 for an estimated LOE of 60 days.
Responsibilities
Scope of Work. Tasks could include, but not be limited to:
- Provide overall management of the assessment team and final products.
- Finalize the assessment design, including key questions and methods.
- Lead the design the data collection tools and data analysis plan.
- Coordinate assessment activities in line with agreed workplan.
- Analyze collected data.
- Draft Assessment report and incorporate client feedback for final report.
- Lead the preparation and presentation of key assessment findings and recommendations to the USAID team and other stakeholders, as appropriate.
- Other duties as assigned.

- Presentation of key assessment findings and recommendations
Other technical or administrative tasks as assigned by the COP or her delegate.
Serve in the above consultant capacity to support the IBTCI technical practices of Crisis, Conflict & Governance, Agriculture & Food Security & Economic, Education & Growth and Global Health and/or Business Development divisions.
This position does not authorize/require the consultant to directly communicate with IBTCI clients.
This position does not authorize/require the consultant to have decision making authority on final work product.
Qualifications
Preferred requirements:
- Experience working in Africa.
- Expertise working with international donors including USAID.
- Strong organizational skills, analytical capabilities.
Minimum requirements:
- Experience leading assessments in the agricultural sector, including design, implementation, and analysis.
- Demonstrated experience in agriculture programming for economic growth.
- Extensive experience in research and evaluation in developing countries; preferably as principal investigator (PI) or co-investigator.
- Cultural sensitivity and ability to work in a cross-cultural team.
- Demonstrated expertise of USAID M&E principles and use of social science qualitative and/or quantitative research methods in the collection and analysis of data.
- Demonstrated ability to produce and edit reports and technical documents.
- Familiarity with standard/office IT applications.
- Professional oral and written fluency in French and English.
Education: An advanced degree in International Development, Applied Economics, Agriculture, or related field.
Supervisory Responsibilities: This position does not have supervisory responsibilities.
Travel: Travel throughout DRC.
