Overview:
At the request of USAID, MECC will undertake an assessment of an economic growth activity currently being implemented in parts of DRC to address the Cassava Brown Streak Disease (CBSD). The assessment is a midterm review that will establish whether or not the project is on track to meet its objectives and provide recommendations. Findings from the assessment will help to inform the strategic direction of the activity, identify bottlenecks to success, and identify recommendations for addressing identified issues. IBTCI is seeking a Team Leader to head a local team for undertaking this assessment, working closely with the MECC technical team and USAID. This is a short-term position to be carried out in Kinshasa and other relevant in-country locations as required. The period of performance for this consultancy is about 4 months and will start on May 1st, 2019 until August 31st, 2019 for an estimated LOE of 60 days.

Deliverables:
Other technical or administrative tasks as assigned by the COP or her delegate.
Serve in the above consultant capacity to support the IBTCI technical practices of Crisis, Conflict & Governance, Agriculture & Food Security & Economic, Education & Growth and Global Health and/or Business Development divisions.
This position does not authorize/require the consultant to directly communicate with IBTCI clients.
This position does not authorize/require the consultant to have decision making authority on final work product.

Education: An advanced degree in International Development, Applied Economics, Agriculture, or related field.
Supervisory Responsibilities: This position does not have supervisory responsibilities.
Travel: Travel throughout DRC.
