PATH is seeking to recruit a Data Clerk for the, based in Lubumbashi and reporting to the Monitoring and Evaluation Advisor. The Data Clerk will be responsible for supporting the project staff with monthly data validation at the site-level and transferring data from monthly data reports received from project-supported facilities (canevas unique and annex) to the project’s M&E database, built on the DHIS 2 system.

The integrated HIV/AIDS services program is a U.S. Agency for International Development (USAID)-funded Integrated HIV/AIDS Project in Haut Katanga and Lualaba (IHAP-HK/L) with the objective to reduce morbidity and mortality from, and transmission of HIV in the provinces of Haut Katanga and Lualaba in the Democratic Republic of Congo (DRC).
Responsibilities:
- Offers technical support on use of the Tiernet database including updating the database, resolving recurring concerns about software operation;
- Assists site encoders to rapidly analyze Tiernet data for the management of their cohort (lists of early or late absentees at appointments, lost to follow-up, patients expected for viral load sampling, etc.);
- Help site encoders to clean up the Tiernet database to avoid duplicates and redundancies, and help them to make backups and dispatches, while ensuring data security and protection according to Tiernet data quality standards;
- Assists sites in the proper archiving of patient records;
- Assists site encoders in use of DHIS2 weekly and monthly data entry and visualization and provide necessary feedback to M&E team on challenges of sites using DHIS2 data base;
- Reports to the M&E team and site supervisors any difficulties likely to create a blockage in the collection and reporting system at site level;
- Share information on a regular basis with the M&E team on the use of Tiernet and DHIS2 databases by the sites;
- Help the M&E team in data verification for monthly, quarterly validation and reporting;
- Ensures all other tasks as needed by the M&E team.
Required skills and experience:
- University degree, minimum degree in the field such as health informatics, health or public health, social sciences.
- Experience in managing individual databases and collecting and reporting HIV data, or data from health services in general;
- Experience in training teams in data entry;
- An experience of 2 to 3 years in data management at the operational level (ZS, local NGOs, etc.) or in the collection of data from qualitative and quantitative evaluations and surveys;
- Able to write concise M&E reports and give clear recommendation.
Must have legal authorization to work in DRC.
