THE ROLE
The REALM Specialist will ensure that Save the Children’s DFID funded Girls Education Challenge (GEC) project has a well-established, robust REALM system. His/her leadership will ensure that quality and accountability standards and learning are integrated into programme design. This position will work closely with the GEC consortium partners to ensure standardised, consortium wide M&E systems are adopted and well managed.
By promoting participation, contextual data analysis and research, the REALM Specialist will support the project teams to strategically adapt activities/strategies to ensure efficacy and efficiency of programming, and maximise the positive impact of the GEC Project.
Drawing on previous experience, and promoting the capacities of the DRC Education team, the REALM Specialist will ensure that results based planning is integrated into programming design. S/he will seek opportunities to ensure impact measurement, documentation and dissemination of lessons learnt.
KEY AREAS OF ACCOUNTABILITY
Impact monitoring and evaluation
- Develop a detailed monitoring plan, including longitudinal studies and impact monitoring methodologies;
- Set up an online mapping system to provide an online interface and information on the project's sites;
- Ensure that quantitative and qualitative monitoring and evaluation tools are systematically implemented and used by the teams, in cooperation with Technical Advisors and Chief of Party;
- Coordinate mid-line and end line evaluation for the project;
- Ensure that programming data and feedback is valid, verifiable, timely and compliant with donor guidelines;
- Ensure that data is regularly used to inform programming decisions in order to support the GEC Payment by Results framework;
- Conduct quantitative and qualitative data analysis, and present and disseminate information to inform program management;
- Produce regular reports and updates on project progress and draft the quarterly and annual donor reporting requirements, ensuring accuracy of data and quality of reporting;
- Ensure that all assessment/evaluation reports meet donor quality criteria, and promote the integration of recommendations and lessons learnt in project planning and future programming;
- Work with both the Consortium and national MEAL team to facilitate standardization of project monitoring tools, dissemination of lessons learnt and maximize opportunities for capacity building;
- Ensure that the minimum standards of Education programming are maintained in accordance with international stands including QLF, INEE, DAC and HAP International;
- Contribute to child-focused and child-led program implementation, by promoting childfriendly REALM methodologies;
- Ensure that the project monitoring plan is based on an understanding of gender & age relations and that monitoring and evaluation methodologies are sensitive to different needs and opportunities of women, men, boys and girls;
- Support contributions to proposal writing and review REALM components;
- Ensure that all data meets internal and external reporting requirements and timeframes;
- To identify M&E gaps and quality gaps, and actively address their causes through training, field visits, and proposal of solutions to line manager;
- To assist in data quality assurance and compliance with all grants related reporting requirements and their timely submission;
- Conduct field visits to ensure staff compliance and understanding of MEAL tools as well as a high quality standard.
Accountability and Participation
- Assess, design and monitor methods to ensure participation at all stages of the GEC project cycle; with a specific focus on promoting the participation of children;
- Ensure that participation activities are well documented and learning is shared within the GEC consortium, the wider Save the Children DRC program, and Save the Children members;
- By facilitating information sharing with key stakeholders, including beneficiaries, ensure that the GEC project promotes transparency throughout all stages of implementation;
- Ensure that GEC project activities promote feedback and response mechanisms and include systems to effectively manage complaints;
- Regularly review current M&E and Accountability practice, and assess how beneficiaries can best be involved at every stage of the program cycle;
- To increase awareness and capacity of all staff on accountability through induction, training, coaching, informal support and in other ways as identified;
- Ensure that activities are carried out to raise awareness on prevention of sexual exploitation and abuse, and handling of serious complaints in line with child safeguarding policy;
- Oversee all complaints handling and response, ensuring timely and appropriate feedback;
- Support the regular review of activities ensuring a Value for Money analysis of activities and documentation of findings.
Learning and Advocacy
- In coordination with consortium members, ensure that REALM methodologies support advocacy and campaigning actions;
- Promote learning throughout the organization and consortium, particularly on issues of program quality, policy analysis and advocacy. Ensure new analysis and information is constantly available, including for the forthcoming communications strategy;
- Bring together data and findings from across the project and operational regions to form a coherent basis for analysis of impact which promotes learning and strategy development for the whole organization;
- To coordinate with program staff to create a feedback loop so lessons learned are incorporated into program implementation and development;
- Ensure that findings and lessons learned from M&E and Accountability are shared with children and stakeholders in a meaningful and appropriate way;
- Support the development of outcome and learning indicators for partnerships in order to promote learning;
- Work with technical and field teams to identify key methodologies to enable advocacy and campaigning impact measurement, take steps to document lessons learnt and disseminate findings.
Capacity building
- Map learning and training opportunities for project staff and, in consultation with COP and Field Teams, develop a REALM training plan for key programme staff, including field based MEAL positions;
- Provide on-the-job supervision to field teams, overseeing all activities in the REALM programming cycle;
- Ensure that local stakeholders and local partners are provided and included in REALM training opportunities when appropriate;
- Ensure that all capacity building initiatives are well coordinated with wider SCI MEAL team;
- Seek opportunities for information sharing and learning exchanges with local actors/INGOs to promote coordination at local and national level.
General
- Comply with Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures;
- Carry on any other reasonable duty as may be assigned that is consistent with the nature of the job and level of responsibility.
QUALIFICATIONS ET EXPERIENCE
Essential (all mandatory)
- Significant experience of undertaking a similar REALM/MEAL related role for education programming;
- Education to MSc/MA/MEng level in a relevant subject or equivalent field experience; Excellent interpersonal skills an ability to interact well with people of all backgrounds, excellent relationship building skills;
- Experience with coordinating research dissemination, including writing evaluation reports and briefs;
- Organizing dissemination events, and presenting findings;
- Experience in managing online database, knowledge of Zoho database an asset;
- Experience in GIS and site Mapping, knowledge of ArcGIS an asset;
- Proven ability to work with diverse and large teams and to foster a positive working environment with local and international stakeholders;
- Experience working with researchers or academic institutions;
- Demonstrated strong monitoring and evaluation skills, including planning/participating in evaluations;
- Experience of working in all aspects of planning, monitoring and evaluation, including: system design, programmatic quality audits, systematic tracking and analysis, evaluations, surveys, assessment systems, capacity building and training;
- Thorough knowledge of results based monitoring frameworks, including previous experience implementing longitudinal studies/cohort monitoring;
- Experience of integrating quality standards in programmes and of implementing accountability initiatives, such as child participation, information sharing and complaints response mechanisms;
- Experience of, and commitment to working through systems of community participation and accountability;
- Fluent written and spoken English and French;
- Proven capacity to supervise, train and coach staff;
- Ability to work both in an advisory and a hands on implementation capacity;
- Previous experience working with external consultant(s);
- Ability to write clear and well-argued assessment and project reports;
- Politically and culturally sensitive with qualities of patience, tact and diplomacy;
- The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances;
- Commitment to the aims and principles of SC. In particular, a good understanding of the SC mandate and child focus and an ability to ensure this continues to underpin and support our work.
Desirable:
- Previous experience working in DRC;
- Specific experience of designing and implementing projects funded by DFID;
- Previous experience of working within a Payment by Results framework;
- Specific experience of working in consortia projects;
- Experience of preparing successful funding proposals for donors.
