Summary
VillageReach seeks a qualified and energetic individual to fill the position of Data Analytics Specialist for the Drones for Health program in Equateur Province, Democratic Republic of Congo (DRC). This person will play a key role in collecting data at remote rural health centers throughout Equateur province in collaboration with the Ministry of Health, as well as validating, analyzing and reporting the quantitative and qualitative data to local, national and international stakeholders.
The Data Analytics Specialist will work closely with the Drone for Health Program Manager in DRC, with VillageReach’s global Monitoring and Evaluation (M&E) team,with drone company Swoop Aero, and with external consultants in measuring the performance, costs, and cost-effectiveness of using drones – small airplanes without a pilot on board – to transport health products. The successful candidate will be an individual with demonstrated experience in M&E and quantitative data analysis, paired with strong project management and communication/training skills. In addition to M&E duties, the Specialist will support the Program Manager with the implementation of all Drone for Health project activities.
Preference will be given to DRC nationals or individuals who already have permission to work in DRC. The duration of this position is 18 months, eligible for renewable based on funding and performance.
Description
About the Drones for Health project: The DRC Ministry of Health, Equateur Provincial Health Directorate (DPS) and Expanded Program on Immunization (EPI) have been working with VillageReach and drone company Swoop Aero since 2019 to introduce drones for the transport of vaccines, medicines, laboratory samples and other health productsfrom Mbandaka towardshard-to-reach health facilities throughout Equateur province, in order to improve product availability in health facilities, and health outcomes for the population. Drones are a new means of transport that is being utilized in several countries, but this will be the first routine use to transport health products in DRC. As part of Phase 2 of this project, it is important to collect and disseminate data on the impact of drones on supply chain performance and costs.
Essential Duties and Responsibilities include the following:
* General M&E:
- Assist in designinga robust M&E strategy/plan for the Phase 2 drone project, including development of performanceand cost indicators, in collaboration with VillageReach, Ministry of Health and partners;
- Take charge of the implementation of the project M&E plan, including regular monitoring of indicators, creating data collection tools and procedures, database design and management, and data analysis;
- Help program team, Ministry of Health and other stakeholders in understanding M&E results and using data to inform continuous program improvement;
- Participate and assist in the training and capacity building of project staff andgovernment health personnel at provincial, health zone and health center level, in the areas of data collection and data quality as needed;
- Work with various stakeholders to identify existing data sources and data collection activities and to gather data from identified sources.
- Create reports and graphs/charts of quantitative results that can be shared with external audiences, sharing lessons learned and supporting advocacy efforts with the global health community.
- Document and disseminate best practices and lessons learned on a regular basis;
- Support M&E design for related proposals that may emerge.
* Routine Monitoring & Data Management
- Design appropriate data collection methodologies and instruments based on project M&E plans;
- In collaboration with the Ministry of Health teams or external evaluators, travel to remote rural areas in Equateur every few months to collect supply chain data in health facilities, conduct supportive supervisions, and conduct interviews and focus group discussions with community leaders and members; train the data collectors and take responsibility in ensuring the quality of the data collected;
- Ensure that data is entered into the project databases and routinely validated/verified for accuracy;
- Develop and manage the databases for the projects;
- Analyze data after data cleaning, and produce regular reports/dashboards, as well as progress reports and presentations required;
- Review the data with the provincial Ministry of Health at regular data review meetings.
* Project Evaluations and Assessments
- Assist in the development, implementation and results dissemination of the performance and cost evaluations in collaboration with external consultants or academic institutions;
- Assist in writing publications of results; this could be in the form of reports, journal articles, abstracts, presentations, website blogs, etc.
* Other Activities:
- Assist the Drones for Health Program Manager on activities reporting ;
- Act as a back-up for the Drones for Health Program Manager when needed;
- Train DRC program staff on data collection, data management, data analysis and results-oriented programming, basic surveying and sampling techniques, M&E methods and impact assessment.

REQUIREMENTS

Supervisory Responsibilities:
This position has no supervisory responsibilities. However, it may require conducting Program Manager functions during times when the Program Manager is not available. It also requires training of, and managing data collection activities with government officials and external partners.
Education & Experience:
- Master’s degree candidate or graduate in Mathematics, Statistics, Public Health, Development Studies, or another relevant field;
- Minimum of 3 years of relevant M&E work experience related to public health programs; experience with health supply chain programs strongly preferred;
- A working understanding of effective approaches to monitor and evaluate health programs including: methodology and data collection tools development, ability to find and gather data from a variety of sources, and training and capacity building to improve data collection and quality;
- Strong background in quantitative and qualitative research studies, especially impact evaluations (as demonstrated by significant participation in study design, data collection, analysis, and generation of reports);
- Strong quantitative skills and demonstrated experience in data management, visualization and analysis;
- Ability to develop and carry out Theories of Change, M&E plans, and to solve problems independently;
- Strong computer skills including MS Word, Excel, PowerPoint, Outlook; statistical packages (STATA or SPSS); web-based data collection, ArcGIS, etc.
- Strong organizational and planning skills, and superior attention to detail;
- Excellent writing skills, particularly aimed at technical report writing;
- Experience working closely with government ministries on complex projects preferred.
