DRC Program–Social and Behavior Change (SBC) Advisor
Reports to Direct Supervisor: Technical Director
Summary: The Social and Behavior Change (SBC) Advisor leads the development and implementation of a range of evidence- and theory-based behavior change approaches and strategies within the project. In this capacity, the SBC Advisor creates and implements SBC strategies and materials. The SBC Advisor works in a collaborative manner with other members of the Local project’s senior management team, Technical Services Unit, other field staff as well as other units within the Programs Department. In addition, the SBCC Advisor is responsible for advising on all aspects of evidence-based behavior change communication strategic thinking within the project.
Key Job Outcomes:
- Provides overall technical guidance and leadership in the design and implementation of SBC strategies throughout the project;
- Works to define quality standards and guidelines for designing and developing SBC standards that can improve the project’s ability to design and implement appropriate solutions and tools.
- Assesses the project’s SBC-related sexual and reproductive health and rights (SRHR) interventions, program design, implementation strategies, and performance with an eye to quality and both empirical and theoretical coherence;
- Provides assistance in developing SBC skills among country-level counterparts to effectively implement SBC projects, including identifying training opportunities and partnerships to build local staff capacity.
- Works with partner organizations (both government and NGO) and other stakeholders, to design and implement SBC strategies.
- Works as a team member with other Pathfinder staff, both field and headquarters (HQ), to develop and write quality documentation related to SBCC as part of the organization’s documentation process;
- Supports the dissemination of successes SBC principles as they relate to SBCC, and encourages effective practices through written documentation and at relevant regional and international professional meetings and conferences;
- Supports cross-fertilization and technical capacity building efforts related to SBCC within the project;
- Contributes to new business development efforts by actively participating in the design of new projects during RFAs/RFPs and unsolicited proposals;
- Increase the project’s technical visibility through contributing to social media, including participating in technical listserv discussions, writing blog posts, and contributing to other social media platforms.
- Presenting on behalf of the Organization at external technical events, including conferences, webinars and other technical events hosted by the Employer, USAID or partner organizations.
- Liaison with key stakeholders: Liaises and coordinates with key stakeholders, including USAID (or other Donors) mission and international and local partners to play a very proactive role in repositioning family planning as a preventive health intervention and socio-economic development and to share lessons and experiences.
Minimum professional skills required:
- Country-specific public health system:Advanced knowledge of countries' public health systems.
- A methodological background lending itself to issues of complexity and the context-based domain of behavior change;
- At least five years of experience supervising low- and mid-level professionals;
- Demonstrated knowledge of the development of effective, evidence-based approaches to behavior change including behavior change communication;
- Strong written and verbal communication skills;
- Ability to work effectively in a highly collaborative team environment;
- Proven record of accomplishment in designing, implementing and evaluating behavior change strategies in developing country settings;
- Ability to conduct SBCassessments, coordinate SBCplans/strategies with multiple stakeholders.
- Excellent organizational skills with an emphasis on being thorough, detail-oriented, with ability to multi-task and work under tight time-lines;
- Solid computing skills including Micro-soft office and proficiency in a Windows environment;
- Fluency in English and French required;
- Willingness to travel in country
- Familiarity with the political, social, economic and cultural context of working in DRC.
Minimum organizational skills required:
- Software Applications: Extensive knowledge of MS Excel, PowerPoint, Word and Outlook.
- Languages: Proven ability to write and speak using local languages and the English language.
- Communication and InfluenceSkills: Demonstrated ability to influence others through diplomacy and proven oral and written communication skills.
- Passion for Sexual and Reproductive Health and Rights: Commitment to family planning, reproductive health services, gender, maternal and child health services, and the eradication of harmful traditional practices.
- Self-Management and Teamwork: Ability to work independently or as a team member, be detail-oriented and manage stress effectively in a fast-paced work environment.

Minimum education, training and experience required
- Master’s degree in one of the following or related fields: Public Health, Health Communications, Health Education & Behavioral Science, Educational sciences or Psychology;
- Extensive field experience with USG or private-funded programs, or at least 15 years of relevant experience in health and development communication in developing countries;
- Up-to-date knowledge of global, promising and best practices in international communication and behavior change;
- Recommended: Experience with projects funded byUSAIDor other Donor
- Recommended: Experience in projects design
- Recommended: Life or work experience in developing countries that helps to understand program context, realities on the ground and technical needs
