DRC Program Technical Director

Summary: The Technical Director is in charge of reproductive, maternal, neonatal& child health (RMNCH) activities for the Program consortium. The project is heavily focused on building the capacity of community-level reproductive, maternal, neonatal, child health (RMNCH) delivery mechanisms while re-enforcing the Ministry of Heath’s (MOH) ability to create policy and guidelines that lead to service delivery improvements.
He / she will provide technical assistance to the Program partners and the Ministry of Health (MOH) in the management of RH/FP interventions and initiatives as main component of the program, both at the community and national levels, in collaboration with other stakeholders, to ensure the project targets for family planning are met on time and within the budget.
Key Job Outcomes:
- Provide overall RH/FP technical oversight of the sub-project to ensure enhanced service delivery and quality within targeted health zones.
- Provide orientation to Implementing partners in managing RH/FP initiatives both at the community level and nationally.
- Provide leadership in the design of RH/FP service delivery models/systems to accelerate service expansion and to ensure technical quality of care.
- Provide assistance to Pathfinder country programs as required, including assistance to the MOH and relevant organizations engaged in policy or health sector reform on RH/FP service issues.
- Provide assistance to develop, review, and disseminate guidelines, standards of practice, protocols, training curricula and other tools to improve quality in clinical and non-clinical settings.
- Disseminate best practices at regional and international professional meetings.
- Participate in development, preparation, and dissemination/publication of technical papers, documents, and materials.
- Identifies needs for technical assistance in RH/FP.
- Works closely with the LEAD, Implementing Partners and the MOH to identify, document, disseminate RMNH-related best practices / success stories and lessons learned in order to take them to scale.
- Carries out other responsibilities as assigned.
Minimum professional skills required:
- Country-specific public health system: Advanced knowledge of countries' public health systems.
- Passion for Sexual and Reproductive Health and Rights: Commitment to family planning, reproductive health services, gender, maternal and child health services, and the eradication of harmful traditional practices.
- A methodological background lending itself to issues of complexity and the context-based domain of RMNCH;
- At least ten years of experience supervising low and mid-level professionals;
- Demonstrated knowledge of the development of effective, evidence-based approaches to RMNCH;
- Strong written and verbal communication skills;
- Ability to work effectively in a highly collaborative team environment;
- Proven record of accomplishment in designing, implementing and evaluating RMNCH strategies in developing country settings;
- Ability to conduct RMNCH assessments, coordinate RMNCH plans/strategies with multiple stakeholders.
- Excellent organizational skills with an emphasis on being thorough, detail-oriented, with ability to multi-task and work under tight time-lines;
- Strong computing skills including Micro-soft office and proficiency in a Windows environment;
- Fluency in English and French required;
- Willingness to travel in country
- Familiarity with the political, social, economic and cultural context of working in DRC.
Minimum organizational skills required:
- Software Applications: Extensive knowledge of MS Excel, PowerPoint, Word and Outlook.
- Languages: In addition to Fluent French & English, proven ability to write and speak using local languages
- Communication and Influence Skills: Demonstrated ability to influence others through diplomacy and proven oral and written communication skills.
- Self-Management and Teamwork: Ability to work independently or as a team member, be detail-oriented and manage stress effectively in a fast-paced work environment.

Minimum education, training and experience required
- Medicine Degree or clinical background with focus in public health preferred.
- Master of Public Health strongly preferred.
- Five to seven years’ experience in providing technical assistance and managing international family programs, preferably in an African country or in developing countries. Experience in DRC preferred.
- Solid experience and understanding of issues and approaches to providing integrated reproductive health services including family planning, essential maternal and obstetrical care and STI/HIV/AIDS in primary health care settings in developing countries.
- Ability to speak and write French fluently. Intermediate English isrequired.
- Fluent in both French and English preferred
- Skill in developing and maintaining working relationships with government and non-government agencies and technical partners.
