THE ROLE

The Deputy Chief of Party (DCoP) will support the Chief of Party (CoP) in providing technical and strategic guidance and oversight of the project and in representing the project to senior officials of the DRC Ministry of Health and Social Services and other development partners group on health. The DCoP will support the CoP on leading the coordination of program development, implementation and reporting, and will work very closely with other the Signature Program (SP) Country Senior staffs and field based staff working in Kasai Oriental and Lomami provinces. He will oversee the Signature Program’s major technical components, and hold accountable other program staff to ensure results and synergy in the development and implementation according to Save the Children Theory of Change. In the absence of the CoP, the DCoP will assume overall responsibility for the Program. The DCoP will provide support to the Chief of Party in the areas of strategic leadership, management, and technical direction. The DCoP will provide technical expertise related to all aspects of a country's health system, including health financing, health information systems and technologies, integrated services delivery, human resources for health, governance and health policy. It is required for the DCoP to be familiar with DRC Health System.

KEY AREAS OF ACCOUNTABILITY

Programme delivery and quality assurance

• Provide technical strategic guidance, with strong leadership;
• Support the review of the SP overall strategy in line with the MOH national policies and programs if needed in close collaboration with the COP;
• Supervise the SP Seniors under his/her direct supervision in developing the SP’s overall detailed annual implementation plan;
• Oversee the overall implementation of activities in both Kasai and Lomami Provinces in close coordination with the Senior Program Manager;
• Work with Kinshasa and Kasaï Senior staffs to ensure that activities are planned and overseen; risks are identified and managed;
• Prepare and submit monthly, quarterly, biannual and annual SP progress reports and any other donor’s report based on the Results-based Management approach;
• Liaise with development partners group on health to ensure coherence of the Project strategy and overall implementation at the provincial level;
• With direction and support from the Save the Kasaï Area Manager, work with the field SP staff under his/her supervision to ensure smooth and day-to-day running of field operations;
• Work closely with the COP and Save the Children Country Office Area Manager to ensure adequate support from logistics, procurement, human ressources, administration and construction team to deliver the Project effectively and at a high standard;
• In conjunction with the COP, Security Manager and Area Manager, regularly assess the political and security context in the Program locations and analyse how changes may affect the Program work and ensure that this is communicated timely to the CoP and Area Manager for further actions;
• Conduct regular field visits, including discussions with beneficiaries and provide relevant actions points when necessary;
• Ensure that activities are implemented in coordination with affected communities, particularly children;
• Ensure the Save the Children’s Child Protection & Safeguarding Policy is understood by staff within the Project and that it is integrated into all aspects of the team’s work;
• Develop and maintain a SWOT with regular updates.

Monitoring, Evaluation, Accountability & Learning

• Provide technical support to SP’s Research MEAL Coordinator (R-MEAL Co) in the design, planning and implementation of the SP’s MEAL framework;
• Track progress of programs versus deliverables outline in the Signature Program proposal and with detailed approved work plans;
• Assist the COP with development and finalization of all reports in a timely manner within the SP;
• Support and coordinate with the R-MEAL Co in monitoring SP implementation and analyzing progress; and using MEAL data for decision-making towards improving SP performance;
• Support the Program’s annual review of the partnership agreements signed between SC country office and its partners;
• Through the established M&E system, deliver results-based programming and provide evidence of impact;
• Document project’s learning, and incorporate analysis and lessons learned into new strategies/activities and advocacy work;
• Lead documentation and sharing of knowledge and emerging practices from the program internally within SP and externally with the wider stakeholder audience;
• Foster an integrated approach by coordinating and cooperating with all other thematic areas (Nutrition, protection, education, food security & livelihoods), during the implementation of the SP;
• Ensure that activities are designed based on an understanding of gender & age relations and that the SP seeks to support the different needs and opportunities of women, men, boys and girls;
• Ensure that lessons learnt and quality cases studies are produced quarterly and included in every report;
• Ensure daily operations of overall SP implementation activities are scheduled and that reports, new plans and budgets are prepared with sufficient lead time to get the necessary approvals.

Grant and financial management

• Assist COP in regular monitoring and monthly reporting on all grants’ management aspects: phased budget and actual expenses analysis, work-plan progress and updating, procurement plan review, data collection and analysis and monitoring of indicators;
• Develop and monitor the implementation of the Signature Program’s annual procurement plan;
• Produce other reports that may be required by Save the Children for advocacy and media purposes;
• Actively attend the Area monthly Projects review meeting and provide necessary supports;
• Attend the BVA meetings and ensure participation to the procurement comity.

Team management and capacity building

• Lead, motivate, and supervise the SP staff under his/her areas of responsibility in the delivery of the program’s goals;
• Manage the performance of all staff under his/her supervision through:
• Effective use of the Performance Management System including the establishment of clear, measurable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations;
• Coaching, mentoring and other career development opportunities;
• Recognition and rewards for outstanding performance;
• Identify underperforming staff and develop appropriate performance improvements/ work plans.
• Take initiatives to develop, maintain and promote a good team spirit among Program staff;
• Lead the Program regular field meetings and ensure identified issues are reported;
• Develop and maintain updated staff coverage tracker while identifying upcoming riks and share those with Area Manager and CoP;
• Anticipate upcoming staff gaps and coordination recruitment with CoP and Area Manager.
• Support staff restructure especially at field level.

Representation and coordination

• Establish, maintain, and improve working relationships and represents Save the Children to other humanitarian organizations (UN, LNGOs, INGOs, counter-parts, donors, government authorities etc) working in health sector;
• Represent Save the Children DRC in provincial clusters and other platforms including working groups meetings in the areas of responsibility;
• Attend the Area Field Management meeting and provide Program summary together with areas of attention;
• Cover as required the Acting Area Manager position.

Programme development and fundraising

• Assist the COP in the development of a fund-raising strategy in the areas of responsibility and in donor liaison where appropriate;
• Assist the COP in the development of concept notes and proposals for continuous funding of the Signature Programme;
• Contribute to the development and implementation of advocacy and operational research initiatives;
• Advocate for the importance of child protection and education in emergency and post-emergency settings;
• Comply with all relevant Save the Children policies and procedures with respect to child safeguarding policy, health and safety, equal opportunities and other relevant policies;
• Any other reasonable duty as may be assigned that is consistent with the nature of the job and level of responsibility.

Ethics and Compliance

• Ensure good use of resources (human and financial) and working equipment;
• Ensure all ethics related issues are immediately reported through appropriate channels and that disciplinary actions are taking as per zero tolerance policies;
• Hold all staff under her/his supervision accountable to all internal procedures;
• Ensure that all staff adheres to SCI code of conduct and all other relevant procedures.

QUALIFICATIONS ET EXPERIENCE

Essential (all mandatory)

• Master degree in Public Health with concentration on Nutrition, health policy and management, and/or health system management in developing countries;
• A Master’s degree or higher in Public Health, Pharmacy or equivalent related field;
• Minimum 5years of combined professional experience in the public health sector, or program management for international development projects including field experience with large, complex, and integrated public health projects in developing countries;
• Proven experience in the successful implementation of health system strengthening projects;
• Technical experience in one or more of the following areas: Family Planning, Maternal Neonatal and Child Health including Nutrition, Malaria, HIV/AIDS, Private Sector, Health Information Management, Logistic Management and Health Systems and Management as well as Performance Based Financing;
• Proven ability to work with government officials, international partners, local health staff, and other local stakeholders in the design and implementation of health programs; experience with faith-based organizations preferred;
• Excellent analytical and written and oral communication skills;
• Cross-cultural sensitivity a must; experience in living and/or working in developing countries;
• Experience working with professional and support staff in a multicultural, multi-linguistic environment;
• Proficiency in Microsoft Office applications including MS Word, Excel, PowerPoint;
• Ability to multi-task, thrive in a fast-paced environment and adhere to deadlines;
• French proficiency is required and good working English and advantage;
• Willingness to work and travel in often difficult and insecure environments;
• Commitment to Save the Children’s Child Safeguarding and other global policies, and to Save the Children values;
• Excellent understanding of child rights programming.

Desirable

• Working experience in other countries, in challenging and insecure areas;
• Experience in promoting children’s rights, including participation in programming, design, implementation and evaluation;
• Good knowledge of Kasaï’s working environment and key health/nutrition challenges;
• Experience managing multi-projects Program.
