PATH's Advocacy and Public Policy (APP) department works to improve global health by increasing awareness and support of global health priorities by working with policymakers, coalitions, and other influential individuals and groups. APP is a department of more than 40 staff, across multiple locations worldwide.

PATH is currently recruiting an Advocacy and Policy Coordinator to work in collaboration with the advocacy department and technical experts across PATH in DRC to support projectsat the national level and in four provinces to improve policies and increase financing for immunization, =HAT (define) and Maternal, Newborn, and Child Health in DRC.

The Advocacy and Policy Coordinator will report to the Advocacy and Policy country Lead and will work closely with the advocacy colleagues based in Kwango, Kwilu, Haut-Lomami and Tanganyika provinces.

Key Responsibilities:

• Provide support to the Advocacy and Policy country Lead for project management across the portfolio of advocacy projects in DRC, especially at the provincial level in Kwango, kwilu, haut-Lomami et Tanganyika.
• Provide project technical support to Advocacy and Policy Officers based in Kwango, Kwilu, Tanganyika and Haut-Lomami provinces.
• Support the development of work plans including annual project activity plans, updated monthly in collaboration with key PATH departments and external stakeholders, and oversee implementation to high standards by scope and timelines.
• Support to track the progress of the workplan and budget implementation of provincial activities.
• Conceive and implement a variety of advocacy activities to inform and influence policymakers, decision-makers, thought leaders, advocates and influencers, to elevate policy goals in immunization, HAT and MNCH at the provincial level.
• Directly engage as necessary with provincial government decision makers, influencers and partners to pursue changes in the adoption and implementation of health policies and related health financing.
• With support from the communications team, contribute to the development of high-quality reports, policy updates, briefs, presentations, investment cases and other materials for varying audiences.
• Document project progress, including collecting and reporting monitoring and evaluation data.
• In collaboration with the Advocacy and Policy country Lead, represent PATH in key meetings and other relevant events and keep contact with decision makers and influencers in DRC, especially as it pertains to the engagement of provincial leaders at the national level.
• Serve as the central point of contact for PATH advocacy work at the provincial level.
• Build productive internal and external relationships with key stakeholders in provinces
• Travel within provinces in DRC and to other countries for meetings and other aligned to project goals.
• In collaboration with the Advocacy and Policy country Lead, develop advocacy strategic plans and activities in relation with the advocacy goals.
• Serve as drive belt between national and provincial efforts to ensure accountability with local governments.
• Work with the Advocacy and policy country Lead to build and maintain relationships with partners and key stakeholders including policy makers.
• Provide project management of the Victor Kande Scholarship through the University of Kinshasa and the Institute of Tropical Medicine (ITM) in Antwerp
• Serve as point of contact for any communication related to the Scholarship
• Manage communication between PATH, PNLTHA and the school of Public Heath in Kinshasa and ITM for the selection process of the candidates
• Organize on a regular basis follow up meetings with scholars to track their progress and help to address challenges

Required skills and experience:

• Bachelor’s degree in public health, public policy, health economics, communications, or related field.
• A minimum of five to ten years of professional experience in public health related work, ideally in a combination of technical and policy advocacy roles.
• A minimum of three years managing staff.
• Demonstrated experience preparing and carrying out effective advocacy and communication activities to achieve results.
• Direct experience working on policy advocacy for public health policies in DRC at the national and provincial level
• Track record of developing advocacy strategies to achieve policy and health financing objectives.
• Experience developing and implementing advocacy strategies and creating and producing versatile communications products for global health or development, or that target policymakers or decision-makers globally, in the East or Southern Africa context.
• Experience interfacing with and navigating Government entities and policy makers.
• Knowledgeable about policy-making processes in DRC, especially decentralization.
• Experience in health financing policy advocacy.
• Demonstrated effective project management and organizational skills; event management skills desired.
• Ability to work with a variety of work styles and personalities, both within PATH and externally.
• Flexible and adaptable to changing priorities, and unpredictable stakeholder expectations.
• Self-initiator, able to work in team environment with minimal supervision.
• Knowledge of DRC health context and key challengesin health systems, financing, and policy implementation.
• Both French and English excellent written and oral communication skills are strongly required.
• Demonstrated success working effectively while under deadlines.
• Must have legal authorization to work in the Democratic Republic of Congo
