JOB PURPOSE
Background:
The purpose of this assignment is to identify, build and maintain strategic relationships and ensure positive impact of WFP’s collaboration with external partners, particularly government and humanitarian/development partners.
There have been a number of important developments in DRC, including declaration of a system-wide Level 3 emergency covering the areas of Tanganyika, South Kivu and Kasai, the doubling of overall humanitarian funding requirements in country to 1,6 Billion USD in 2018, and the adoption by WFP of a 3-year interim Country Strategic Plan 2018-2021. All these developments necessitate a strategic approach to partnership and resource mobilisation.
Reporting to the Head of Partnership Section, under the terms set forth below, the national partnerships officer will be responsible for implementing the Section’s work plan while working closely with the communications and reports officers that also form part of the section. In addition, the External Partnership Officer will work closely with other units within the country office, and area/sub offices (A/SO).
WFP’s corporate approach to partnerships is guided by the Corporate Partnership Strategy, as well as WFP’s strategic plan, which is aligned to the Sustainable Development Agenda, specifically Sustainable Development Goal 2 on Ending Hunger and Sustainable Development Goal 17 on Partnerships.
The incumbent of this position will report to the Head of Partnership Section, with resource mobilisation and partnerships as a primary focus, while supporting the communications and reporting functions which also form part of the newly established Partnership Section.
KEY ACCOUNTABILITIES (not all-inclusive)
- Analyse, articulate and project WFP’s operational activities and opportunities that will maximize WFP’s resources;
- Examine and communicate funding opportunities to program managers such as the head of program through briefs and/or participation in program meetings;
- Collate data and contribute to accurate and timely reporting on donors and programmes to enable informed decision-making by Country Office management as well as donors and other external partners;
- Ensure an efficient flow of information in the country office to align activities with resources, ensure donor visibility, and that donor conditions are met;
- Map and explore funding opportunities with private sector partners;
- Prepare a private sector engagement strategy for the DRC in line with the corporate private sector strategy;
- Maintain quality partnerships with UN agencies, NGOs, DRC Government and other partners and keep them informed on important, strategic operational WFP issues;
- Attend meetings with the UN and other multilateral bodies, NGOs and Donors, taking notes, sharing information, and supporting joint information programmes to increase WFP’s profile, and protect its interests;
- Gather inputs from WFP that will contribute to inter-agency work, to ensure that WFP positions are properly explained and reflected in decision making;
- Support the development of the ICSP communications strategy including a social media strategy involving various platforms such as facebook, twitter etc;
- Liaise and interact with CO staff and external counterparts to support aligned activities and a coherent approach to communications within the country office;
- Working with the reports officer, assist in the preparation, writing and editing of all other reports required by Headquarters (SPR, executive briefs, and membership briefs);
- Perform other duties as requested.
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced university degree in Political Science, International Development, Development Economics, Journalism, International Relations, Communications or other relevant field, or First University degree with additional years of related work experience and/or training/courses.
Language: Fluency (level C) in both French and English language.

Has guided and supervised more junior staff, supporting them with more complex analysis and queries
