The U.S. Forest Service (USFS) may seek the services of an Office and Logistics Manager for the Central Africa Program to support office administrative and logistics needs for the US Forest Service Democratic Republic of the Congo (DRC) team and partners.
Background
The USFS Central Africa Program works with host country governments, universities, and local and international non-governmental organizations to address and promote sustainable forest and land management, biodiversity conservation and responses to climate change across the Congo Basin. By sharing and exchanging knowledge, expertise, and experience, the USFS aims to build capacity in program countries to promote the sustainable use and management of natural resources and improve lives.
As an implementing partner of the U.S. Agency of International Development’s (USAID) Central African Regional Program for the Environment (CARPE) as well as other US funded programs, the USFS Central Africa Program provides targeted technical and institutional capacity building assistance to improve forest management in the Congo Basin. To support the implementation of this work, the USFS may seek a full-time Office and Logistics Manager to ensure sound management of the USFS Kinshasa office. This position will be based in Kinshasa, Democratic Republic of Congo.
The specified responsibilities will be carried out in collaboration with other USFS International Programs management staff.
Position Description
Responsibilities of the Office and Logistics Manager would include, but are not limited to:
• Managing administrative and logistics needs of the DRC office and team, including maintenance of office space requirements, drivers scheduling, human resources need, travel logistics, record-keeping, financial support, and related office administration requirements;
• Providing administrative and logistical support, including preparing financial documents and budget preparation for annual work plans;
• Providing regular updates to the DRC Country Coordinator and IP Program Manager on administrative, logistic, and financial activities, as necessary;
• Supporting improved administrative and financial processes to include templates, guidelines and systems, where possible and practical;
• Supporting with activity reporting as needed for regular reporting to donors;
• Provide logistical and administrative support to carry out financial management, training
and capacity building efforts with implementing partner;
• Working closely with the Central Africa Finance Specialist and implementing partners to
improve admin, financial and logistic processes, where appropriate;
• Supporting USFS technical assistance missions and associated activities in the DRC to
ensure maximum programming impact and effectiveness.
The consultant should have the following skills:
• At least a bachelor’s degree or equivalent professional experience in office management,
logistics, financial or business management, project management, public administration, sustainable development, social science, or related fields
• At least 4 years’ experience working with international organizations, managing USG or other donor-funded activities;
• High competency in use of the Microsoft Office suite of applications;
• Demonstrated experience supporting and improving office administrative, logistics and financial processes;
• Demonstrated experience supporting activities with implementing partners, and supporting work planning activities and other team meetings;
• Strong understanding of DRC government ministries and processes;
• Ability to work in a dynamic environment with international donors, NGOs, community groups, government agencies, and other stakeholders;
• Strong attention to detail and demonstrated capacity to plan, organize, and prioritize multiple tasks to ensure their efficient and timely accomplishment;
• Excellent oral and written communication skills in French and English; desired
• Preference will be given to DRC residents, and women are especially encouraged to apply.
If the U.S. Forest Service were to secure the services of an individual with these technical skills, the successful applicant would be hired through a contractor.
