Organizations to conduct an internal audit for our DRC program

CALL FOR TENDER N°001/01/IPAS-RDC/2021

 

Ipas works globally to improve access to safe abortion and contraception so that every woman and girl can determine her own future. Across Africa, Asia and the Americas, we work with partners to make safe abortion and contraception widely available, to connect women with vital information so they can access safe services, and to advocate for safe, legal abortion.

Ipas is soliciting organizations to conduct an internal audit for our DRC program. The scope of the audit will include:

1. Review the reliability and integrity of operating and financial information.

• Sample testing to ensure expenses are appropriate and approved before payment.
• Identifying and recommending accounting adjustments to be made to ensure year end financials are accurate and pass the regulatory audit.

2. Assess if the system designed to comply with the organizational policies, procedures and the law / regulations of the land is being followed.

• Assessing minimum standard compliance against standards established by Ipas.

* Recommending actions to comply with established minimum standards.

• Assessment of compliance against key policies, as agreed with the Internal Audit points of contact in Ipas’s HQ.
• Assess whether Ipas is compliance with the local tax and labor laws. 
• Assessment of internal controls as they relate to payment processing & procurement.

* Identify areas of weakness and recommend actions.

3. Review safeguarding of Ipas assets and verify its existence.

4. Examine Ipas resources and how effectively and efficiently they are used.

• Review the banking arrangements and treasury management.
• Assess segregation of duties in managing the bank accounts.

* Recommend action for improvement.

5. Review the HR processes for hiring/onboarding employees.

• Recommend action for improvement

6. Assess the corrective action plan implemented based on recommendation of external auditor and other reports.

7. Other items as proposed by the organization and agreed with the point of contact in Ipas HQ.

Eligibility

• Organizations should be reputed firms with experience in conducting internal audits for international NGOs.

Period of Performance

• The internal audit is to be conducted in February for the period from July 2020 to December 2020 and should be completed within a reasonable period of time as agreed with Ipas.

All interested audit organizations are requested to submit their technical and financial offers in English to sharmaan@ipas.org no later than Friday January 29th, 2021.
