Request for Proposal (RFP) Identification of a Payroll Service Provider for the Johns Hopkins University DRC Staff

1. Background

The Johns Hopkins Center for Communication Programs is a partner in a five-year resilience and food security project in the Democratic Republic of Congo, designed to combat deep-rooted poverty and malnutrition in the country.  Tudienzele, meaning “let's work together for ourselves" or "let’s solve our own problems” in Tshiluba, one of DRC’s national languages, is led by Adventist Development and Relief Agency (ADRA) and funded by US Government State Department office of Global Food Security. Along with CCP, other members of the consortium leading the project include Action Contre La Faim, Adam Smith International, and Femmes Main Dans La Main Pour Le Developpement Integral. The Johns Hopkins Center for Communication Programs (CCP) is issuing a Request for Proposal (RFP) in order to identify and contract a qualified Payroll Service provider or firm to provide Payroll Services in accordance to the labor laws of Democratic Republic of Congo (DRC).

2. Overall objectives of the request.

• The firm will provide payroll services to the JHU in accordance with its expressed needs within the Democratic Republic of Congo (DRC). The payroll service is a legal business relationship between the firm and JHU in which the firm, for a fee, ensures that the JHU’s employees are paid as required by JHU in the full extent of the Labor Law in DRC.
• The firm will assist in the management of JHU’s local staff payroll processes ensuring compliance with all existing and amended tax laws of the DRC. The firm will prepare all staff payroll payments and, after the official review and approval of JHU, issue the monthly salary payments for the local field staff as well as ensure that all required taxes and social contributions like the CNSS (National Social Security Fund), INPP (National Institute of Professional Preparation) and ONEM (National office of Employment) are properly calculated and paid to the designated DRC government entity on behalf of JHU.
• The firm will provide proof of payment of these payments to JHU for official filing and record keeping.
• Finally, the firm will support the registration process of new JHU local employees with the CNSS, the validation of new employee contracts by the ONEM and on behalf of JHU.
• The firm will represent JHU to the following national department: DGI, INPP, CNSS, ONEM and to any other state services relating to payroll and human resources management

3.  Instructions to the Applicant

Proposals must be received no later than 23:59 hours [Central African time] on the closing date, as stated in Part A paragraph 2. Late submissions will not be considered.

Proposal submission requirements.                                                        

1. Proof of legal existence to do business in DRC Democratic Republic of Congo including:

• Certificate of business registration/incorporation
• Tax identification number (TIN) certificate
• Trading License certificate of Operations

2. Firms technical ability to offer the payroll services in DRC (Agency/firm background, Contacts for references, etc.)
3. Clear financial quote and cost justification
4. Clear details of bank account with signatories on a letterhead
