IBTCI supports the Monitoring, Evaluation and Coordination Contract (MECC), focused on providing ongoing monitoring, verification, and evaluation support to USAID/DRC. MECC delivers timely qualitative, quantitative, and analytical information that assists USAID in meeting the agency’s short, medium, and long term monitoring and evaluation objectives in DRC.

Overview:
At the request of USAID, MECC will undertake an assessment of an economic growth activity currently being implemented in parts of DRC to address the Cassava Brown Streak Disease (CBSD). Findings from the assessment will help to inform the strategic direction of the activity, identify bottlenecks to success, and identify recommendations for addressing identified issues. IBTCI is seeking a Subject Matter Expert to provide expertise to the assessment, working closely with the Team Lead, MECC technical team, and USAID. This is a short-term position to be carried out in Kinshasa and other relevant in-country locations as required.
Scope of Work:
- Provide technical expertise in the area of CBSD and other relevant disease at all stages of the assessment
- Support the assessment design, including key questions, methods and instruments.
- Provide input into the design the data collection tools and data analysis plan.
- Analyze collected data.
- Assist in the drafting of the assessment report, including recommendations.
- Contribute to the preparation and presentation of key assessment findings and recommendations to the USAID team and other stakeholders, as appropriate.
- Other technical or administrative tasks as assigned by the COP or her delegate.
Required Knowledge, Skills and Abilities:
- Agricultural scientist with expertise in disease control in crops and improved varieties.
- Demonstrated experience in agriculture research and evaluation in developing countries; preferably as principal investigator (PI) or co-investigator with peer-reviewed publications validating experience.
- Cultural sensitivity and ability to work in a cross-cultural team;
- Strong organizational skills, analytical capabilities
- Professional proficiency in both English and French.
- Demonstrated ability to produce and edit reports and technical documents.
- Familiarity with standard/office IT applications.
Education: An advanced degree in Agricultural Sciences or related field.
Supervisory Responsibility: This position does have supervisory responsibilities.
Travel: Travel throughout DRC.
