POSITION SUMMARY
The PD will provide daily technical guidance and direction for the program to ensure that all activities are completed on time, within budget, and in line with funder requirements as well as lead efforts in strengthening national and sub-national M&E capacity to ensure high quality programmatic data are available and used successfully to improve the effectiveness and efficiency of HIV programs through ICAP’s funded PEPFAR Project (Strengthening the Strategic Information Capacity of the National HIV/AIDS Prevention, Care and Treatment Program in DRC).
This position is grant-funded. The ideal candidate would be based in Kinshasa, Democratic Republic of the Congo.
MAJOR ACCOUNTABILITIES
- Provides day-to-day leadership to ensure effective implementation and coordination of program activities and monitors progress towards program goals and objectives.
- Oversees the design, implementation, and coordination of program activities to ensure the quality and maximum sustainability of all interventions.
- Guides overall program administration, technical implementation, and fiscal management and serves as the primary point of contact with CDC in-country, local government counterparts, and partner institutions.
- Oversees the review, update and disseminate the HIV strategic information (SI) plan, data collection and reporting tools in accordance with the National Strategic Plan
- Provides technical assistance to national, sub-national and clinical partners for the HIV SI Plan implementation
- Designs and implements epidemiologically appropriate methods for program M&E
- Supports the MOH and other stakeholders on HIV data quality improvement (DQI) initiatives
- Oversees efforts to provide infrastructure and information technology support and assistance for maintaining and securing the National Data Repository and related systems
- Directs activities to improve the completeness, accuracy, and data use for better patient care across the clinical cascade and strategic decision making
- Participates in planning meetings with CDC and leads annual work planning process.
- Oversees the development and tracking of program budgets.
- Supervises and manages a program team of highly qualified staff, aligning their efforts with program goals.
- Manages partnerships and collaborative relationships between ICAP, CDC, the Ministry of Health, and other stakeholders.
- Actively participates in relevant Technical Working Group meetings and represents the program at local, national, and international meetings and events.
- Ensures timely and accurate reporting of program activities and results to CDC, and presents progress, achievements, and lessons learned to key stakeholders.
EDUCATION:
Advanced degree in epidemiology, strategic informatics, Epidemiology, data analytics, public health, or related discipline
MINIMUM EXPERIENCE, SKILLS & PREFERRED QUALIFICATIONS:
- Significant experience in the management and implementation of large-scale international health or development programs, with proven capabilities in managing a diverse team of technical and support staff
- Must have 10 years’ experience in health information management, HMIS system development and administration
- Demonstrated experience in the design and implementation of strategic information activities for HIV program management in the context of DRC
- Direct experience in the collection, analysis and interpretation of data and in the calculation of demographic and epidemiological indicators
- Proficiency in the management of DHIS2, OpenMRS and other system implemented in DRC is required
- Proven experience in establishing working relationships and collaborating with governments at the national and sub-national in DRC, as well as donor agencies.
- Skilled in the capacity building of governmental and non-governmental institutions.
- Excellent verbal and written communication skills in English.
