The destruction of the world's primary forests is one of the greatest environmental catastrophes of our time. Every year, 130,000 square kilometers of rainforest are lost. Rainforest Foundation Norway is one of the leading European non-governmental organizations working to protect these forests and strengthen the rights of indigenous peoples. We are seeking a Forests Facility Manager for our country office in Kinshasa, Democratic Republic of Congo.

Purpose:

Roll-out the establishment of an IPLC Forests Facility in the DRC. Enable the country programme to achieve results and generate RFN added value through an innovative IPLC Forests Facility.

We are seeking a Forests Facility Manager for our country office in Kinshasa, Democratic Republic of Congo.

Purpose:

Roll-out the establishment of an IPLC Forests Facility in the DRC. Enable the country programme to achieve results and generate RFN added value through an innovative IPLC Forests Facility.

Key responsibilities

  • Responsible for the roll-out of RFN strategic plan to establish an IPLC Forests Facility at DRC level, under the direct management of the Country Director, and with technical supervision of the Forest For Life manager in Oslo. Coordinate the establishment plan of the Facility both at national and provincial levels.
  • Contribute to strategic communication and synergies between the country office (other programs & operations) and the Facility.
  • Supervise and manage the team working on the IFF programme (4 to 5 person)
  • In collaboration with the country programme manager, coordinate the contributions of the country office to Facility related processes.
  • Ensure strategic liaison and active involvement of DRC stakeholders strategic for the Facility (CSOs, authorities and administration)
  • Coordinate the collection of country level inputs for reporting
  • Responsible for the implementation and the development of partnerships/projects related to the Facility, in line with the country and partnership frameworks and other RFN policies and procedures.
  • Leadership of the acting secretariat of the Facility once governing bodies are established. Ensure the mobilization of the Facility’s steering bodies.
  • Contribute to the development of programs and projects related to the IFF in RFN, including fundraising and sharing of results.
  • Contribute to best practices and learning on relevant issues for the Department of International Programs/RFN.
  • Regularly report to the Forest For Life Manager and DRC Country Director on the roll-out of the Facility implementation plan, and proactively seek for support solving potential related challenges.

Key interfaces

The Facility adviser communicates and collaborates closely with:

  • Forest For Life manager for the development of strategic partnerships and strategic positioning of the Facility at country level.
  • Program Manager for strategic synergies between the Facility and the country office programs.
  • Country team for implementation of country and partnership frameworks. The adviser receives technical assistance from the MEL adviser and Finance adviser.
  • Partners for follow-up and support to projects whose main component is connected to the Facility. The Policy adviser will have these projects in her/his project portfolio. Relevant stakeholders in programme country for coordination towards shared policy objectives and in cooperation with country team adviser on stakeholder engagement, fundraising and alliance development.
  • Facility national and provincial governance bodies, including provincial focal points and steering committees, and national steering body.
  • Main external stakeholders of the facility, including governmental, non-governmental and donor-level stakeholders

Necessary competencies and skills

  • General understanding of central policies, legal frameworks, threats, and funding possibilities of importance for rainforest protection and human rights of forest peoples.
  • In depth understanding of IPLC territorial management and how it is implemented and developed at country level.
  • In depth understanding and full adherence to Rights Based Approaches and bottom-up interventions
  • Proven ability to create dynamics and coordinate complex multi-stakeholders process.
  • Good understanding and/or experience of how to design and implement forest funding to best incentivize improved forest protection and IPLC support.
  • Comprehensive understanding of relevant national and international policy arenas and instruments of relevance for rainforest protection is an asset.
  • Extensive skills and experience in setting up and managing complex programmes involving multiple stakeholders of different levels, including financial project management skills.
  • Good collaboration skills contributing to the development of RFN strategic partnerships. This includes:

* Demonstrated ability to communicate and engage throughout different cultures and environments including a clear understanding of RFN added value in a partnership
* Demonstrated ability to plan work within and across units

  • Excellent writing and synthesising skills. This includes extensive experience with delivering and producing reports on deadlines.
  • Good country and regional context knowledge on rainforest.
  • Networking skills with experience in building professional relations and networks.
  • Language and communication: Excellent written and oral communication skills in French.

Professional fluency in English is required for this position. Knowledge of Norwegian or additional rainforest country languages is an asset.

  • Other abilities and personal strengths, incl. likelihood of quickly achieving the levels of knowledge and skills described above, may compensate for shortcomings in the levels required above.

  • Ability to act as a representative for RFN
  • Willing and able to travel in the field and work with partners when needed.

Education and experience

  • Relevant higher education within the field or social sciences. All formal education can be compensated by relevant experience.
  • Multiple years of working experience with relevant topics such policy development, international finance mechanisms, land, and collective rights.
  • Demonstrated in-depth knowledge of relevant program country politics, relevant policy arenas and actors.
