We promote the bodily autonomy of women and girls and protect their right to make decisions about their reproductive health securely.
Ipas’s vision is to have a world where every woman and girl has the right and ability to determine her own sexuality and reproductive health.
Our work began in 1973, with the provision of life-saving reproductive health technologies for health systems in several countries. Today we have offices on four continents. We train providers and work with health systems to ensure high-quality SRHR services are available, accessible. We also partner with local organizations to educate women and their communities on their rights.
Position Purpose
The Policy and Advocacy Officer will work under the supervision of the Policy and Advocacy Advisor to support Ipas’ work at the country level with stakeholders and policy makers to promote and safeguard women’s access to comprehensive SRHR.
The Policy and Advocacy Officer will assist the Policy and Advocacy Advisor to work closely with local organizations bolstering strong intersectional partnership aimed to supporting national ownership and movements building.
The position is for 3 months to cover a staff who is on maternity leave.
Summary of Responsibilities
Organizational Leadership and Strategy
- Helps promote and support coalition building and networking strategies to promote access to comprehensive SRHR and reduce social stigma and persistent barriers.
- Provides support at unit level.
Financial & Risk Management
- Develop project workplans and budgets that are cost effective
- Ensures unit compliance with Ipas policies, procedures and standards
- Ensures compliance with specific donor contracts for assigned projects
- Contributes to developing or updating policies, procedures and standards, in assigned areas
Technical or Functional Area
- Technically prepare the advocacy activities: TDRs and budgets for activities and monitor approvals,
- Monitoring of occasional consultants and facilitators to ensure the completeness of tasks and document the final reports of activities,
- Capture and document the lessons learned and the success stories from activities carried out,
- Complete the activities sheets and post them in the Ipas database,
- Justify all expenses of the advocacy activities in the Ipas system,
- Participate in the development of the advocacy work plan,
- Ensure technical monitoring of advocacy activities implemented by partners,
- Monitor implementation of advocacy activities, document key results, lessons learned and contribute to learning within the organization,
- Maintain the list of champions, contribute to the identification, training and retention of new champions,
- Contribute to maintaining good collaboration with community partners, coalitions, women’s and youth networks,
- Provide technical assistance to partners involved in advocacy activities and others supported by Ipas,
- Provide advocacy content to contribute to Ipas’s communications efforts,
Resource mobilization
- Supports fundraising initiatives for policy and advocacy activities by contributing to donor proposals and reviewing donor reports.
Communication & representation
- In the role of supporting the Country Representative, establishes and maintains relationships with government officials and other regional and local organizations in support of the Ipas mission, assists in the coordination of advocacy seminars, and provides resources and technical information as needed.
Partners
- May be called upon to represent the organization at various local, national, and international meetings to ensure that Ipas objectives are included in the agenda for discussion.
- Collaborates with HQ’s policy and advocacy staff and the country team in DRC and Burundi on policy strategy, business planning, work allocation and all other policy and advocacy related issues
- Facilitates relationships with government officials, health authorities and partner organizations on policy and advocacy initiatives and strengthening program implementation
Position Requirements
- A bachelor’s or master’s degree in public health, political science, gender studies or a related field
- Ability to work in a fast-paced environment and experience in monitoring and adjusting programming strategies to meet projected objectives
- Legal background or practical experience in legal and policy issues, and/or strategy development and communications campaigns
- Demonstrated experience or commitment to supporting women’s sexual and reproductive health and rights
- Demonstrated capacity and commitment to good stewardship of funds, including strong skills in work planning, budgeting, financial monitoring, and data-driven problem-solving.
- Proven ability to build positive working relationships with diverse internal teams and external partners
- Strong public speaking and writing skills
- Experience working in a non-profit organization/association
- Established strong relationships with public health organizations and the public sector
- Knowledge of budget oversight
- Fluency in French and English and other relevant local languages
Preferred Qualifications
- A bachelor’s or master’s degree in public health, political science, gender studies or a related field
- 3 years of relevant experience, including:
- Experience in program planning
- Experience in organizing and facilitating seminars and meetings
- Previous experience working in the field of women’s sexual and reproductive health and rights
- Good working knowledge of the Microsoft Office suite
- Experience building relationships with public health organizations
- Experience and understanding of basic monitoring and evaluation concepts
- Advanced level of English proficiency
Working environment:
Ability to travel up to 35% domestically, regionally, or global trips
