ROLE OR PURPOSE OF THE POSITION
The M&E Officer will lead the DRC team in enhancing the quality, effectiveness, and efficiency of M&E and data collection systems. This role will work closely with the DRC team, regional Africa team, and global MEL team to implement VA’s M&E framework, including high-quality data collection, analysis, synthesis and reporting, conduct quality assurance, and support research activities as needed. The M&E Officer is accountable for ensuring the integrity, timeliness, and strategic use of program data in DRC to support program improvement, donor compliance, and informed decision-making.
KEY DUTIES AND RESPONSIBILITIES
The M&E Officer will be responsible for the following:
1. Monitoring & Evaluation. Work closely with the VA DRC team and the VA Global MEL and programs team as the monitoring and evaluation focal point for DRC. This includes the following:
2. Data Management and Reporting
* Oversee and contribute towards collection of quarterly reports from VA Program Partners, including:
* Conduct data entry for Quarterly Reports and other VA Program Partner data into VA’s database (Salesforce).
* Enter monthly data for the Transforming Lives Through Nutrition project into a projectspecific DHIS2 platform.
* Provide support and mentorship to VA program partners on reporting, recordkeeping, and data quality. This includes frequent in-person travel to orient and mentor partners.
* Liaise with Health zones and Provincial Health Division Health Information Officers, to harmonize data collection with government systems as needed.
QUALIFICATIONS AND EXPERIENCE
1. Education: Master’s degree in epidemiology, public health, development, health economics, or a related field and post-graduate training in M&E OR a Medical doctor with public health and M&E specialty and experience.
2. Experience:
3. Contextual knowledge: Familiarity with the DRC Health Information System (DHIS2), the DRC health system is mandatory.
4. Strong written and verbal fluency in English and French.
5. Strong written, oral, and interpersonal communication skills, with excellent organizational abilities.
6. Demonstrated ability to work collaboratively in a multidisciplinary team environment.
7. Ability to work independently and collaboratively.
8. Must be able to travel extensively within provinces.
