External audit of Rainforest foundation KINSHASA
AND PARTNERS
Introduction
Rainforest Foundation Norway (RFN) is one of Europe’s leading organisations in the work to protect the world’s rainforests and strengthen the rights of indigenous peoples, in cooperation with indigenous and environmental organisations in South East Asia, Central Africa and the Amazon. RFN focuses mainly on two sets of rights, which are fundamental to the fulfilment of other human rights for indigenous and forest-dependent peoples. These are the collective rights to self-determination and to land and resources.
RFN has worked in partnerships with civil society organisations in the Democratic Republic of Congo (DRC) since 2003 run from our head office in Oslo. In 2018 RFN decided to set-up a country office in Kinshasa. The country office with her Country Director and programme coordinators as well as operational manager are responsible in partnership with our partners for the programme development, implementation, monitoring/evaluation as well as narrative and financial reporting. The audit of the various projects implemented by partners will be in collaboration with the Country Office and the Group Auditor based in Norway.
1.2 Purpose of the call for proposition
The main funding Donors to RFN and RFN itself require that all funds are annually audited by an authorised national or international Auditor. For the year in question RFN has 10 partners to be audited individually with separate audit reports. In addition, the RFN Country office in Kinshasa should be audited as a separate unit. We assume that the selected Auditor’s will not be limited to only this year audits and the number of partners and audit reports could vary from year to year.
The principal aim for this call for propositions is to select auditors that our partners individually could sign up with for an audit, in addition to select and Auditor for our Country Office based in Kinshasa. Please see the below information divided in part 1 and part 2. The audit company can choose to bid on one or both parts.
It is important to notice that the partners can choose to sign a contract with the winner for part 2 but they are not obliged to commit to this company as their donors might have other requirements.
Our group auditor RSM is responsible for the audit instruction and will review all audit reports to address their opinion to RFN’s Donors, enclosed kindly find two formats showing the requirement for an audit, and the RFN’s general financial norms addressed to all partners as part of an agreement.
