Local Consultant for Public Policy Assessment

Overview:
IBTCI supports the Monitoring, Evaluation and Coordination Contract (MECC), focused on providing ongoing monitoring, verification, and evaluation support to USAID/DRC. MECC delivers timely qualitative, quantitative, and analytical information that assists USAID in meeting the agency’s short, medium, and long-term monitoring and evaluation objectives in DRC. At the request of USAID, MECC will undertake an assessment of the current policy environment in the DRC in order to identify possible points of engagement over the next two to five years. The assessment will develop recommendations based on a range of activities including reviews of studies and assessments conducted by internal and external units, interviews, and facilitated learning events among internal and external collaborators (including USAID staff, government officials, and members of the private sector, NGO community, donors, journalists, and experts). IBTCI is seeking a local consultant to provide local expertise as part of a small assessment team. This is a short-term position to be carried out in Kinshasa and other relevant in-country locations as required, and remotely as necessary. The period of performance for this consultancy is about 6 months and will start on/or about April 22 until on/or about September 23, 2019 for an estimated LOE of 90 days. This position is open to DRC citizens only.
Responsibilities
Scope of Work:
Serve in the above consultant capacity to support the IBTCI technical practices of Crisis, Conflict & Governance division.
This position does not authorize/require the consultant to directly communicate with IBTCI clients.
This position does not authorize/require the consultant to have decision making authority on final work product.
Qualifications
Preferred Knowledge, Skills and Abilities:
Minimum Requirements:
Education: BA/BS degree in Public Policy, International Development, Political Science, International Relations, or related field. MA/MS preferred.
Travel: Travel to Kinshasa, DRC is required. Travel to additional provinces in the DRC is possible.
