Local Consultant for Public Policy Assessment

Overview:
IBTCI supports the Monitoring, Evaluation and Coordination Contract (MECC), focused on providing ongoing monitoring, verification, and evaluation support to USAID/DRC. MECC delivers timely qualitative, quantitative, and analytical information that assists USAID in meeting the agency’s short, medium, and long-term monitoring and evaluation objectives in DRC. At the request of USAID, MECC will undertake an assessment of the current policy environment in the DRC in order to identify possible points of engagement over the next two to five years. The assessment will develop recommendations based on a range of activities including reviews of studies and assessments conducted by internal and external units, interviews, and facilitated learning events among internal and external collaborators (including USAID staff, government officials, and members of the private sector, NGO community, donors, journalists, and experts). IBTCI is seeking a local consultant to provide local expertise as part of a small assessment team. This is a short-term position to be carried out in Kinshasa and other relevant in-country locations as required, and remotely as necessary. The period of performance for this consultancy is about 6 months and will start on/or about April 22 until on/or about September 23, 2019 for an estimated LOE of 90 days. This position is open to DRC citizens only.
Responsibilities
Scope of Work:
- Provide local expertise in the overall design of the assessment, including key questions and methods.
- Assist in the development of the data collection tools and data analysis plan.
- Facilitate assessment activities, including contact with local policymakers.
- Assist in the analysis of collected data.
- Provide technical expertise in the preparation and presentation of key assessment findings and recommendations to the USAID team and other stakeholders, as appropriate.
- Other technical or administrative tasks as assigned by the COP or her delegate.
Serve in the above consultant capacity to support the IBTCI technical practices of Crisis, Conflict & Governance division.
This position does not authorize/require the consultant to directly communicate with IBTCI clients.
This position does not authorize/require the consultant to have decision making authority on final work product.
Qualifications
Preferred Knowledge, Skills and Abilities:
- Cultural sensitivity and ability to work in a cross-cultural team;
- Demonstrated expertise in the use of social science qualitative and/or quantitative research methods in the collection and analysis of data;
- Demonstrated ability to produce and edit reports and technical documents;
- Significant experience working with international donor-funded activities is required, particularly in USG strategic and activity planning;
- Professional proficiency in English preferred
Minimum Requirements:
- Experience conducting assessments/analyses of public policy, including design, implementation, and analysis.
- Demonstrated expertise of the DRC public policy landscape.
- Significant experience working with international donor-funded activities is required.
- Experience working with high level officials in sub-Saharan Africa on public policy issues.
- Demonstrated experience in policy programming, research, and/or evaluation in developing countries.
- Cultural sensitivity and ability to work in a cross-cultural team.
- Demonstrated expertise in the use of social science qualitative and/or quantitative research methods in the collection and analysis of data.
- Fluent in French.
- Demonstrated ability to produce and edit reports and technical documents
- DRC citizenship.
Education: BA/BS degree in Public Policy, International Development, Political Science, International Relations, or related field. MA/MS preferred.
Travel: Travel to Kinshasa, DRC is required. Travel to additional provinces in the DRC is possible.
