1. CONTEXT
SODEICO Sarl, a company specializing in the recruitment and provision of qualified personnel, recruiting on behalf of one of their clients for a Program funded by USAID/BHA (United States Agency for International Development/Bureau of Humanitarian Assistance) an Environmental Compliance Lead. The client is a global humanitarian organization that works with people in poverty and distress to create justice and positive change through empowering partnerships and responsible actions. For this position Based in Kasai/DRC; the client seeks passionate, engaged and experienced candidate who embodies values of connectedness, courage and compassion.

2. ORGANIZATIONAL STRUCTURE
The Environmental Compliance Lead will report to the Deputy Chief of Party (DCOP).

3. DUTIES AND RESPONSIBILITIES
a) Environmental Compliance
The Environmental Compliance Lead will:

  • Ensure compliance with environmental regulations, policies, and standards throughout the project implementation.
  • Ensure that the Environmental Mitigation and Monitoring Plan (EMMP), and the recommended mitigation measures and indicators therein, are relevant, applicable, and up-to-date.
  • Work closely with the MEAL team to integrate environmental criteria specified by the EMMP into the regular M&E system and its data collection processes.
  • Conduct regular environmental assessments and audits to identify areas of improvement and ensure adherence to environmental requirements.
  • Monitor and evaluate project activities to ensure compliance with environmental guidelines and standards and to ensure that mitigation measures are adequate and effective

b) Environmental Integration

  • Collaborate with the Purpose 1 and Purpose 2 Leads to integrate environmental considerations into project design, planning, and implementation.
  • Provide guidance and support to project teams to ensure that environmental best practices are incorporated into project activities.
  • Identify opportunities to enhance environmental sustainability and promote the use of eco-friendly practices and technologies.

c) Stakeholder Engagement

  • Engage with relevant stakeholders, including local communities, government agencies, and non-governmental organizations, to ensure effective communication and collaboration on environmental issues.
  • Foster partnerships and coordinate with external organizations working on environmental conservation and sustainability initiatives.
  • Represent the project in meetings, workshops, and conferences related to environmental compliance and conservation.

d) Capacity Building

  • Provide training and capacity-building support to project staff and partners on environmental compliance and best practices.
  • Develop and deliver educational materials and workshops to raise awareness about environmental issues and promote sustainable practices.
  • Monitor the implementation of capacity-building activities and evaluate their effectiveness.

e) Reporting and Documentation

  • Prepare regular reports on environmental compliance and progress towards environmental objectives and targets for project management and decision-making.
  • Lead in the preparation of the annual Environmental Status Report (ESR) and ensure a high-quality submission to BHA in a timely manner.
  • Ensure accurate and timely documentation of environmental assessments, audits, and corrective actions taken.
  • Maintain a comprehensive database of environmental data and records for reporting purposes.

4. BASIC SKILLS AND KNOWLEDGE

  • Environmental Compliance: In-depth knowledge of DRC and US environmental regulations, policies, and standards, and the ability to ensure compliance with them throughout project implementation.
  • Stakeholder Engagement: Strong interpersonal and communication skills to effectively engage with stakeholders such as local communities, government agencies, and NGOs to foster collaboration and address environmental concerns.
  • Project Management: Ability to effectively manage and coordinate environmental compliance activities within project timelines and budgets.
  • Environmental Management Systems: Familiarity with environmental management systems (EMS), MEAL systems, in general and the ability to develop mitigation measures and to monitor and control environmental impacts.
  • Data Analysis and Reporting: Proficiency in collecting and analyzing environmental data, as well as preparing accurate and comprehensive reports on environmental compliance and progress.
  • Environmental Training and Capacity Building: Experience in developing and delivering training programs to build the capacity of project staff and partners in environmental compliance and best practices.
  • Risk Management: Ability to identify and assess environmental risks associated with project activities, and develop strategies to manage and mitigate those risks.
  • Sustainability Practices: Knowledge of sustainable practices and technologies, and the ability to integrate them into project activities to minimize environmental impacts.
  • Collaboration and Teamwork: Strong teamwork and collaboration skills to work effectively with cross-functional teams, project partners, and stakeholders to achieve environmental compliance objectives

5. QUALIFICATIONS AND EXPERIENCE REQUIRED

  • Bachelor’s degree in environmental science, natural resource management, or a related field.
  • Minimum of 5 years of general experience in environmental compliance and management, preferably in the context of international development projects.
  • Minimum of 3 years of specific experience in in environmental compliance and management, preferably in the context of international development projects within a Lead Position
  • Familiarity with US 22 CFR 216 and associated documents and procedures, a plus

6. LANGUAGE PROFICIENCY

  • Excellent command of English and good knowledge of French (written and spoken).

7. PHYSICAL REQUIREMENTS/WORK ENVIRONMENT/SPECIFIC REQUIREMENTS
* Travel

  • Some local travel to project sites of activities

* Mental/Emotional Requirements:

  • Must be able to work in a fast-paced and customer service-oriented environment; to perform duties under pressure and meet deadlines in a timely manner; to work as part of a team as well as to complete assignments independently; to take instructions from supervisors; to exercise problem-solving skills; and to interact with co-workers, supervisors, network employees, donors and the public in a professional and pleasant manner

8. COMPUTER SKILLS

  • Computer Proficiency: Strong computer skills, including proficiency in Microsoft Office Suite.

1. CONTEXT

2. ORGANIZATIONAL STRUCTURE

3. DUTIES AND RESPONSIBILITIES
a) Environmental Compliance
The Environmental Compliance Lead will:

  • Ensure compliance with environmental regulations, policies, and standards throughout the project implementation.
  • Ensure that the Environmental Mitigation and Monitoring Plan (EMMP), and the recommended mitigation measures and indicators therein, are relevant, applicable, and up-to-date.

5. QUALIFICATIONS AND EXPERIENCE REQUIRED

  • Bachelor’s degree in environmental science, natural resource management, or a related field.
  • Minimum of 5 years of general experience in environmental compliance and management, preferably in the context of international development projects.
  • Minimum of 3 years of specific experience in in environmental compliance and management, preferably in the context of international development projects within a Lead Position
  • Familiarity with US 22 CFR 216 and associated documents and procedures, a plus
