1. CONTEXT SODEICO Sarl, a company specializing in the recruitment and provision of qualified personnel, is recruiting on behalf of one of their clients for a Program funded by USAID/BHA (United States Agency for International Development/Bureau of Humanitarian Assistance) a Food For Work Lead. The client is a global humanitarian organization that works with people in poverty and distress to create justice and positive change through empowering partnerships and responsible actions. For this position Based in Kasai, DRC; the client seeks passionate, engaged and experienced candidate who embodies values of connectedness, courage and compassion.

2. ORGANIZATIONAL POSITION TheFood For Work Lead will be under the supervision of the Purpose One Lead.

3. DUTIES AND RESPONSABILITIES The Food For Work Lead will oversee and participate in the following duties: 1. Responsibilities
- Design, plan and implement all the activities of Food-for-Work
- Ensure the rations and labor conditions are proportional
- Participate with community members and local authorities in identifying recipients of Food-for-Work activities
- Participate with local community members and local authorities on the choice of distribution site
- Ensure awareness among beneficiary and especially non-beneficiary populations before, during and after distribution in order to minimize conflicts
- Ensure community involvement throughout the intervention
- Establish ration distribution and receipt sheets
- Establish mechanisms for monitoring the distribution of food commodities during and after distribution
- Minimize the risks of fraud and/or embezzlement
- Participate in quality control of food commodities to be distributed
- Contribute to the drafting of terms of reference and request for proposals for the recruitment of labor for distribution
- Participate in the planning, organization and constant supervision of training and awareness activities planned by the project
- Ensure effective monitoring of the execution of work at different project sites
- Monitor compliance with the activity schedule and write report
- Accomplish any other task required by the hierarchy
2. Monitoring of activity and reporting
- Ensure monitoring (follow up) of the Food-for-Work activities and regularly provide reports to project Lead 1 and Project Lead 2
- Provide weekly, monthly, quarterly, and annual activity reports to Lead 1
- Provide routine oversight and analysis of commodities distribution to M&E Manager, project Lead 1 and Lead 2
- Carrying out post-distribution monitoring of food commodity by an independent team and project team
- Monitor all construction and/or rehabilitation works and provide reports to M&E manager and Lead 1
- Report on incidents, frauds and misappropriations during distribution and post distribution of food commodities
- Financial management
- Forecast expenses and purchases in advance
- Ensure appropriate compliance with the society and USAID rules and regulations
- Manage project resources under his/her responsibility with transparency, probity and efficiency
- Respect the budget lines and avoid budget overruns
4. Planification/Reporting
- Plan weekly and monthly activities with Purpose 1 Lead
- Contribute to the development of planning for the project's annual activities
- Contribute to the quarterly and annual report of project activities
- Support monitoring and evaluation with respect to data collection, data quality, project performance and progress
- Contribute and assist in providing technical and guidance to USAID
- Ensure maintenance of the project files (administrative, financial, and programmatic)
- Record lessons learned and ensure they are shared in a timely manner
5. Representation
- Participate at the food security cluster meeting
- Participate at meetings and other activities of other projects funded by USAID and other donors depending on the relevance of the activities
- Establish and maintain solid and good relationships with project stakeholders (consortium, local authorities, project beneficiaries, etc.)
6. Logistics /Procurement /Quality Assurance
- Comply with established procedures by the society
- Support the procurement/purchase staff to ensure effective interface with suppliers’ quality systems
- Support the quality review of project documents and deliverables
- Monitor the quality of food commodity for Food-for-Work activities
- Ensure that quality of work packages and deliverables complies with the society quality requirement
7. Personnel Management
- Ensure that performance reviews of staff under his/her supervision are conducted fairly, accurately, and timely
- Ensure safety and security for all project staff under his/her supervision
- Comply with the society security procedures
8. Other responsibilities
- Create, foster and role model a culture of respect and zero tolerance for discrimination, abuse of responsibility, harassment, sexual harassment, sexual abuse, and sexual exploitation
- Ensure appropriate behavior of Food-for-Work staff to beneficiaries of Food-for-Work rations
- Ensure the absence of discourteous remarks to beneficiaries of Food-for-Work activities
- Treat all individuals with respect; respond sensitively to difference and encourage other to do the same
- Ensure accountability for actions plans, as expected by the society and USAID
- Express clearly and concisely ideas or facts
- Actively listen and share knowledge
9. Humanitarian Accountability
- Adhere and comply with humanitarian accountability principles and the society codes of conduct
- Report and denounce all abuses according to the society procedures

4. BASIC SKILLS
- Project Management: Food-for-Work programs involve coordinating and managing various activities. A Food-for-Work Lead should have strong project management skills to plan, implement, and monitor the program effectively.
- Knowledge of Food Security: Understanding food security issues and the factors affecting vulnerable populations is crucial. A Food-for-Work Lead should be knowledgeable about food security concepts, including access, availability, utilization, and stability.
- Logistics and Distribution: Coordinating the logistics and distribution of food resources is a key responsibility. The Food-for-Work Lead should have skills in managing transportation, storage, and distribution systems efficiently.
- Construction Monitoring: Monitoring of construction and infrastructure development processes, including market infrastructure, feeder roads, irrigation systems, and water supply facilities.
- Community Engagement: Building relationships and engaging with the local community is essential. The Food-for-Work Lead should have strong interpersonal skills to work effectively with community members, leaders, and stakeholders.
- Needs Assessment: Assessing the needs and identifying the target beneficiaries of the program is crucial. The Food-for-Work Lead should be skilled in conducting assessments and surveys to determine the specific needs of the community.
- Monitoring and Evaluation: Monitoring the progress of the program and evaluating its impact is important for continuous improvement. The Food-for-Work Lead should possess skills in data collection, analysis, and reporting to track program outcomes.
- Team Management: Leading and supervising a team involved in food distribution and community engagement requires effective leadership and management skills. The Food-for-Work Lead should be skilled in team-building, motivation, and conflict resolution.
- Cultural Sensitivity: Working in diverse cultural contexts requires cultural sensitivity and adaptability. The Food-for-Work Lead should have the ability to respect and navigate different cultural norms and practices.
- Communication: Clear and effective communication is essential for coordinating with team members, community members, and other stakeholders. The Food-for-Work Lead should have strong verbal and written communication skills.

5. QUALIFICATION AND EXPERIENCE
- Degree (Bac+5) in Agronomy, Engineering in Construction, Social Science, Economics, Rural Development or related technical field;
- 5+ years of proven experience in Food-for-Work and /or Cash-for-Work activities for international not-for-profit environment or humanitarian context;
- 3 years of proven experience in Food-for-Work and /or Cash-for-Work activities within a lead position;
- Have experience on rehabilitation work and/ or construction of rural infrastructure with Food-for-Work /or Cash-for-Work activities;

6. LANGUAGE PROFICIENCY
- Must be fluent in French, both oral and written;
- Intermediate Level of English is required;
- Mastering of the local language will be an asset

7. COMPUTER SKILLS
- Detailed understanding of the full Microsoft Office Suite (Word, Excel, PowerPoint, Teams…);
- Vision conference app or online tools meeting.
