PATH is home to the Malaria Control and Evaluation Partnership in Africa (MACEPA) which works closely with National Malaria Control programs in Africa to strengthen data systems and data use to better inform strategies and targeting of resources to reduce burden. Key components of this work are to generate evidence on novel and existing malaria tools to guide decision-makers, and to work with donors to ensure the resources needed to implement these interventions are available.

PATH is currently recruiting a Surveillance & M&E Officer to support its malaria portfolio in DRC. The Surveillance & M&E Officerwill support the monitoring and evaluation of activities to strengthen country health information systems. The successful candidate will also support the project team and the Ministry of Health to set up monitoring, evaluation and learning system and processes including monitoring of health system performance. S/he will collaborate with other key in-country partners to support quality assurance activities and compile malaria-related data. The position requires database management skills as well as skills in data cleaning and quality assurance and strong report writing abilities. The role will be reporting to the Senior Technical Program Manager in DRC.

Responsibilities:  

  • Coordinate the establishment of robust M&E systems across all project sites and levels of results, including data management and data quality assurance activities.
  • Support the establishment of standards, tools, and processes for the management of the project’s monitoring, evaluation, and learning approach.
  • Participate in the monitoring of the surveillance system performance in collaboration with Ministry of Health (e.g. annual operational plans and trackers)
  • Support project field staff and partner to strengthen their overall M&E capacity particularly through the introduction and integration of RDQA in Haut Katanga Province.
  • Support Malaria Data Repository (MDR) updates including updated facility and community registries.
  • Document system and user experience of MDR at central and subnational level and guide optimization of data visualizations
  • Support project evaluations
  • Contribute to the development and implementation of a strategy for synthesizing and disseminating key results, programmatic lessons learned, methodologies developed and other research outputs of the program.
  • Manage data reporting system and technically assist the project in the presentation of reports to Partners and Donor.
  • Regularly look at and discuss project data to support its use in planning and implementation.
  • Support documentation and synthesis of emerging evidence.
  • Coordinate with other team members within PATH to disseminate learning among various stakeholders.
  • Any other duties as may be assigned by the Sr Technical Program Manager.    

 

Required Skills and experience:

  • Bachelor’s degree in public health, Statistics, Demography, Social Sciences or Equivalent
  • Professional experience of at least (03) three years in a similar position, in governance and program management and coordination.
  • Strong understand of M&E practice standards in carrying out the essential elements of project monitoring and evaluation such as: formulating M&E frameworks and plans, identifying high quality performance indicators, identifying appropriate data collection methods, determining appropriate data management, and reporting systems, and training staff in monitoring and evaluation methods.
  • In-depth knowledge of DRC HMIS and implementation and monitoring of health systems
  • Skills in data quality assurance methods and data analysis and use
  • Demonstrate proficiency in the use of Microsoft Office Word or comparable professional software package—specific competence in the use of Microsoft Word, PowerPoint, Outlook and working knowledge of Excel.
  • Good written and oral communications skills in French required.
  • Public speaking ability, good presentation skills and ability to facilitate training is highly desired.
  • Ability to travel domestically up to 40% of the time.
  • Must have legal authorization to work in DRC.
