The Adventist Development and Relief Agency (ADRA) is a global humanitarian organization of the Seventh-day Adventist Church that demonstrates God’s love and compassion. ADRA works with people in poverty and distress to create just and positive change through empowering partnerships and responsible action.

ADRA is starting up a five-year, USAID/BHA-funded Resilience Food Security Activity (RFSA) called Tudienzele, in Kasai, DRC, and seeks passionate, engaged Program Finance Lead who embodies our values of connectedness, courage and compassion. All candidates must understand, respect and honor the mission, purpose, and identity of ADRA International.

SUMMARY

Based in Tshikapa, Kasai, DRC, and reporting to the Chief of Party, , and under the indirect supervision of the Head of Finance and Operations department in Kinshasa, the Program Finance Lead’s main function will be to ensure financial compliance and adherence to donor regulations and ADRA policies, as well as supporting functions and tasks relating to the financial and administrative management of the Tudienzele program. He/she supervises the program finance team: cashier, project accountant, grants manager, and finance assistant.

PRE-REQUISITES

Required 

  • Degree (Bac+4-5) in Finance & Accounting Management
  • 5+ years' proven experience in a finance position or equivalent
  • Experience in international not-for-profit environment
  • Experience in administrative and/or project implementation management
  • Excellent written and oral communication skills
  • Ability to work in a team, communicate well, meet deadlines and make recommendations for change.
  • Excellent computer skills, in word processing and spreadsheets
  • Language: French & English

Preferred 

  • Masters degree or equivalent
  • Experience & knowledge in Word and Excel
  • Knowledge of SUN accounting software

RESPONSIBILITIES

Financial Responsibility:

  • Hiring, supervising, coaching, motivating and directing a team of finance and accounting professionals to organize and coordinate administrative, accounting, financial and general services in alignment with ADRA’s values of connectedness, courage and compassion
  • Accurately track and record project expenditure
  • Review bank reconciliations and cash desk reports
  • Prepare quarterly and annual budgets, working specifically with the technical team.
  • Prepare funds requests.
  • Develop the tools needed to process and monitor accounting entries, suppliers and service providers.
  • Validate budget allocations in collaboration with the technical team.
  • Prepare and monitor the project budget on a monthly basis, by sectors and activities.
  • Analyze and comment on variances between forecasts and actual financial figures with the technical department.
  • Ensure the closing of monthly and annual accounts receivable/payable.
  • Ensuring the availability and accuracy of the project cash flow
  • Specifically supervising and monitoring reports and reimbursements of travel advances and advances of employee activity funds and ensuring that they are cleared as quickly as possible.
  • Ensure that suppliers and project contractors are paid on time.
  • Ensuring and observing compliance with ADRA DRC rules, procedures and standards as well as USAID regulations especially (2CFR200, ADS 303 and 2CFR 228).
  • Ensures that the various internal controls are in place and properly applied. 
  • Audit and internal control focal point oversees the implementation of internal and external audit recommendations.
  • Prepares the monthly cash flow.
  • Prepares annual budget revisions.
  • Ensures sub awardees financial reports are accurate and timely.
  • Continuously monitors compliance donor rules and regulations.
  • Performs other duties as required.
