Position Summary

The Head of Programme (HOP) is accountable for project implementation, leads the project team, engages political and administrative leadership in the project, establishes the conditions for high-quality results-oriented implementation, and serves as the primary point of contact with CAFI, FONAREDD and UNOPS regarding the Activity implementation and management matters relating to the agreement. The HOP is accountable for the strategic direction and implementation of the PIREDD Bas Uele Activity, provides comprehensive leadership, direction, and oversight of the Activity and ensures its effective and consistent implementation, guided by evidence, learning, and adaptation.

This senior position will be responsible for providing overall leadership, strategic focus, management, and accountability for performance of the project. This position will be responsible for technical, management, partnership development, financial and administrative aspects of the program. This programme will be implemented in partnership with Parc Agro-industrial de Dingila and EcoTransferts.

This position is being advertised for the anticipated Central Africa Forest Initiative (CAFI) / Fonds Nationale REDD+ (FONAREDD) funded and United Nations Operations (UNOPS) contracted PiREDD program in the Bas Uele Province of Democratic Republic of Congo. We are looking for individuals who have a passion for people and nature.

The Activity is expected to improve population wellbeing and   to enhance agricultural productivity and markets in ways that protect and restore ecosystems and biodiversity by empowering local ownership and agency over decision making and natural resource management. The project will deliver climate resilient agricultural growth combined with forest and landscape management approaches and accountable local natural resource governance systems that pave the way for payments for ecosystem services. The long-term aim is to reduce deforestation and forest degradation rates while increasing food security, enhancing access to safe and nutritious foods, protecting biodiversity, and creating job opportunities and sustainable livelihoods. The successful candidate will be based in Buta, DRC and report to the Senior Vice President, Conservation Strategy, Impact and Learning.

Responsibilities

  • Provide overall leadership for the technical and managerial aspects of the PiREDD project and AWF’s project team.
  • Cultivate and maintain relationships with government counterparts (national and provincial) and private sector entities, civil society organizations, research institutes and other partners involved in or affected by the Activity while effectively coordinating with other donor and international organizations supporting Bas Uele province.
  • Lead the Project Governance, Territorial Governance, and Community Governance committees and ensure adequate actions are taken to implement strategic guidance, and recommendations.
  • Ensure that solid relationships are built and maintained between and among AWF project staff, CAFI, FONAREDD, provincial authorities and key local stakeholders and partners.
  • Serve as the technical point of contact with CAFI, FONAREDD and UNOPS regarding the Activity implementation and management matters relating to the agreement.
  • Develop strategic partnership for a quality implementation of the programme.
  • Ensure a comprehensive leadership, direction, and oversight of the Activity to ensure program activities are based on strong evidence-based conservation and development approaches, consistent implementation, and adaptive management as guided by evidence, learning, and adaptation.
  • Ensure the quality and responsiveness of development assistance provided within the activity, making necessary adjustments to operations to align with CAFI, FONAREDD and/or UNOPS requirements.
  • Oversee strategic planning, performance management, communication strategies, partner and stakeholder engagement, management of grantees and subcontractors, financial oversight, budgeting, human resource management, and compliance with ethical standards.
  • Accountable for timely completion and delivery of all project deliverables, including annual work plans, progress reports, and technical outputs.
  • Establish and uphold an inclusive office culture that prioritizes integrity, open communication, and compliance with local laws and regulations, and AWF policies.
  • Provide supervision, coaching, and mentorship to technical and administrative staff, consultants, grantees, subcontractors, and partner organizations to ensure achievement of project goals.
  • Supervise and support the Deputy Head of Programme in his duty.

Required Qualifications:

  • Minimum of fifteen (15) years of relevant management, supervisory, and technical experience with at least five (5) years’ experience leading multimillion-dollar CAFI, GEF, GCF or similar-funded projects.
  • Advanced degree in natural resource management, agriculture, business, economics, international development, or a related field.
  • Previous experience implementing activities linking climate resilient agriculture systems transformation to reduced deforestation forest degradation efforts.
  • Demonstrated supervisory work experience including supervision of technical teams and grantees and/or subcontractor partners to work effectively and efficiently towards achieving a common goal.
  • Practical experience leading multi-stakeholder initiatives with national and local governments, the private sector, NGOs, CSOs, media organizations, academia, other donor projects, etc.
  • Demonstrated ability to build capacity of multiple stakeholders to engage in landscape planning and management.
  • Outstanding interpersonal skills including the ability to build coalitions, negotiate, and manage conflict situations.
  • Outstanding communication skills with ability to clarify vision and strategy.
  • Experience working with different levels of government (especially senior levels) and partners in DRC.
  • Fluency in French and English with excellent oral and written communication skills required.
